Project Title: Building 7 Lighting Renovation B. Project Location: USDA – National Centers for Animal Health 1920 Dayton Avenue, Ames, IA 50010 C. Description of Work: The work is described in the Construction Documents and the major elements are: 1. Complete removal and upgrade of the existing lighting and lighting control systems. 2. The contractor shall commission the lighting control system. 3. The contractor shall phase the efforts to maintain partial operation of research during construction. D. Construction Documents: Technical Specifications & Drawings: Dated 10 11 2024 and prepared by Bailey Edward Design, 35 East Wacker Drive, Suite 2800, Chicago, IL 60601 1.2 Pre-Bid/Proposal Site Visit A. Differing Site Conditions, and Site Investigations and Conditions Affecting the Work clauses are included in this solicitation. Accordingly, offerors or quoters are urged to inspect the site where the work will be performed. B. An organized pre-bid site visit for this project will be scheduled for this project 1. The date and time set by the Contracting Officer, at the project location site: USDA National Center for Animal Health 1920 Dayton Avenue Ames, IA 50010 2. The pre-bid site visit for this project is not mandatory for the Bidders. The Bidders are responsible for accounting for all existing conditions that may have been visible at the time of the bidding whether or not they attended the pre-bid conference. Failure of Bidders to attend the pre-bid conference does not relieve the Bidders of the responsibility of including existing conditions in their bids. 1.3 Pre-Construction Conference A. The Contractor and major subcontractor representatives shall attend the virtual post-award/preconstruction meeting scheduled by the Contracting Officer (CO). The meeting topics will include submissions required prior to issuance of the Notice to Proceed (NTP), contract management, roles of the government’s representatives (COR, LC, and A-E), the project schedule, submittal procedures, payment application procedures, site access, contract close-out, and other issues as determined by the CO. Meeting notes will be distributed by the contractor. 1.4 Progress Meetings -- 3 of 114 -- USDA NCAH Building 7 Lighting Renovation Ames, IA GENERAL REQUIREMENTS 01 01 00 - 2 A. The Contractor, and subcontractors as appropriate for the current work activity, shall attend bi-weekly construction progress meetings on the site. The meeting will generally be held at a regular time each week. The Contractor will report on current progress, short-term work plans, and will update the work schedule. Meeting topics will also include government coordination, RFIs, unforeseen conditions, inspection reports & observations, potential changes, submittals, and payment applications. Meeting notes will be recorded and distributed by the contractor. The contractor shall manage the kick-off and progress meetings that are held every other week. Provide an agenda, submittal log, and three weeks look ahead no less than 24 hours prior to the meeting. Provide minutes for the meeting within 48 hours of the completion of the meeting. The A-E of record for the project will attend the meeting virtually once each month and at critical times during the construction period. During periods of minimal or no on-site activity, the COR may cancel the meeting. 1.5 Superintendence by the Contractor A. At all times during performance of this contract and until the work is completed and accepted, the Contractor shall directly superintend the work or assign and have on the worksite competent superintendent who is satisfactory to the Contracting Officer and the COR, and has authority to act for the Contractor. 1.6 Permits and Responsibilities A. The contractor shall, without additional expense to the government, be responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State, and municipal laws, codes, and regulations applicable to the performance of the work. The contractor shall also be responsible for all damages to persons or property that occur as a result of the contractor's fault or negligence. The contractor shall also be responsible for all materials delivered and work performed until completion and acceptance of the entire work, except for any completed unit of work which may have been …
