Section C – Description/Specifications/Work Statement STATEMENT OF WORK (SOW) Project Title: Locker Room and Bathroom Flooring and Locker Replacement 1.0 GENERAL INFORMATION 1.1 Background The United States Coast Guard (USCG) Pacific Strike Team facility requires comprehensive renovations to its Women's Locker Rooms in Hangar #1. Due to long-term wear and tear, the flooring substrates and lockers require complete modernizing and surface repairs. 1.2 Scope of Work Summary The contractor shall provide all labor, equipment, and materials to modernize the Women's Locker Room facilities. The work includes providing temporary sanitation facilities, demolishing and disposing of old lockers, stripping and polishing flooring, installing seamless coving, furnishing and placing heavy-duty metal lockers, an ironing station, and performing lead-safe wall repair and painting. 1.3 Location of Work All work under this contract shall be performed entirely within Hangar #1 at the USCG Pacific Strike Team base located at Hangar #1, 450 Hangar Avenue, Novato, CA 94949 -- 2 of 28 -- Page 3 of 28 2.0 TECHNICAL & PERFORMANCE REQUIREMENTS 2.1 General Technical Standards  All construction work must conform to the standard specifications, federal, state, and local safety rules. See the attached Asbestos and Lead Survey Report.  The contractor must establish appropriate boundaries and dust-mitigation zones to isolate the bathroom areas during the course of work.  All plumbing work must comply with the International Plumbing Code (IPC) and local standards. 2.2 Specific Work Items 2.2.1 Temporary Sanitation Facilities  Scope: Prior to starting any interior demolition, the contractor shall provide, install, and maintain temporary mobile restroom, shower, and handwashing facilities on-site.  Requirements: These facilities must fully accommodate base personnel for the duration of the locker room shutdown. Utility hookups must be closely coordinated with the Coast Guard Facility Manager. The facilities shall be of comparable size to the facilities being renovated. 2.2.2 Women's Locker Rooms - Flooring Demo & Polish  Scope: Remove existing flooring and apply a polished finish in cleared, non-hazardous areas.  Requirements:  Remove any plumbing equipment, furniture, and fixtures as necessary prior to commencing flooring demolition and resurfacing. Record condition and functionality of all items prior to removal. Coordinate temporary storage/laydown area with Facility Manager.  The contractor shall strip the existing vinyl flooring down to raw concrete.  Grind, polish, and apply an industrial-grade concrete sealer to achieve a uniform, high- durability concrete finish.  Reinstall any previously removed equipment, furniture, and fixtures and test to ensure full functionality. 2.2.3 Women’s Locker Room - Seamless Coving Installation  Scope: Install coving where the wall meets the floor in all designated spaces.  Requirements:  Install new, seamless commercial-grade rubber coving along all wall-to-floor junctions. 2.2.4 Women’s Locker Room - Locker Replacement  Scope: Supply and install new lockers.  Requirements: -- 3 of 28 -- Page 4 of 28  Furnish, assemble, and install 16 new heavy-duty, commercial-grade ventilated steel lockers (minimum dimensions: 36"W x 18"D x 84"H).
