P a g e 1 | 4 LIQUID PROPANE GAS STATEMENT OF WORK MDC GUAYNABO GENERAL The Federal Bureau of Prisons (BOP) intends to establish a contract for the provision to supply Liquid Propane Gas (LPG) services to be performed on-site at the Metropolitan Detention Center (MDC), located in Guaynabo, Puerto Rico. The Government reserves the right to award without discussion and to make a single award. Therefore, each initial offer should contain the offeror’s best terms from a cost or price standpoint. PLACE OF PERFORMANCE Liquid Propane Gas services will be performed at Metropolitan Detention Center (MDC) Guaynabo, Road 28- Corner Highway 165, Front Plaza, Guaynabo, PR 00922. SCHEDULE The delivery services shall occur on weekdays between the hours of 6:30 AM and 3:00 PM. DESCRIPTION OF SERVICE The contractor shall provide all labor and material to deliver, and transfer LPG to a government provided, 1,000 Gallon, LPG Tank at the MDC on a weekly schedule. The delivery schedule shall be mutually agreed upon between the contractor and the Facility Manager. The contractor shall comply with all laws, regulations, and requirements of the Federal Government and the Commonwealth of Puerto Rico. EQUIPMENT AND SUPPLIES The contractor shall provide all labor, equipment, materials, services, supervision as necessary. The contractor shall meet and comply with the baseline general requirements for the Management, maintenance, and handling of equipment and equipment services. As per request, the Contractor may visit the site to collect data and to observe the existing conditions prior to submitting a proposal. The FBOP will provide the contractor with access to the site, and any available as-built activation drawings, specifications, tests, reports, etc. -- 1 of 4 -- P a g e 2 | 4 ADDITIONAL REQUIREMENTS The contractor in accordance with the general requirements described below shall perform the following subtasks: • Clean up of work area shall be performed daily. Contractors are responsible for disposal of refuse generated in the performance of their duties. • Contractors must adhere to Occupational Safety and Health Administration (OSHA) safety regulations and precautions, while working inside and/or outside of the installation space. • Take standard precautions for electrical, trip and fall hazards. Wear appropriate safety PPE equipment as required. • Seal all openings and penetrations created during the installation to meet or exceed applicable local fire code regulations. All installed cables shall be clearly machine labeled. The contractor shall understand that this task will not be considered as fulfilled until every aspect of this SOW is completed and determined to comply and acceptable by the COR. The contractor shall repair or replace any items they have damaged or destroyed during the performance of this task. The contractor must have all invoices submitted for billing to FBOP and COR no later than 30 calendar days after the installation completion date. CONTROLLED ITEMS/FORBIDEN ITEMS/WORKER DRESS • The following items are controlled and shall be under the direct supervision of FBOP staff when at the site. • Any tool/equipment that can be used to aid in the escape of an inmate. • Laptop computers, notebook computers, iPad tablets will be allowed, but only with only forty-eight (48) hour advance approval of the Warden. The following items are forbidden at the Institution. • Cellular telephones • Two-way radios • Cigarettes, tobacco of any kind, smoking paraphernalia • Alcohol, drugs, drug paraphernalia • Weapons When entering the installation site, the contractor will be permitted to wear jeans. The contractor shall wear clothes that are proper and suitable for the work area. The following dress is not allowed: • Khaki, green, military camouflage shirts, pants, or other outerwear • Shorts -- 2 of 4 -- P a g e 3 | 4 • Tank tops or sleeveless shirts CLEARANCE OF PERSONNEL The contractor shall provide the COR with all the necessary security clearance documents for all contractors and subcontractor employees accessing the institution and be security cleared. Security clearance documents will only be accepted from the prime contractor. If summited by a sub- contractor, they will be rejected. It is the prime contractor’s responsibility to review security clearance submission to ensure they are completed. In the event a contractor or subcontractor employee cannot pass the security clearance process, it will be the contractor’s responsibility to provide another candidate. By law the FBOP cannot, and will not, release any information to the contractor concerning the nature of why a contractor’s or subcontractor employee was not able to pass the security clearance process. The security clearance process will include but may not be limited to a BP-S660.012 (NCIC Check). • TOOLS: The security of all tools used by the contractor shall be the responsibility of the FBOP. • ESCORTS: The FBOP will provide one (1) staff escort during all working hours as indicated above and ensure that the contractor will have full access to the installation site for the duration of project to expedite completion. PROCEDURES DURING AN INSTITUTION EMERGENCY • When the Institution is experiencing adverse weather conditions, i.e., fog, the contractor will not be allowed onto the installation site without the permission of the Captain. • If an emergency, such as an inmate disturbance, were to occur during normal working hours, the contractor will follow the directions of the FBOP staff escorts. The FBOP staff escorts will take all the necessary actions to ensure the safety and security of the contractors. • If an emergency results in an institutional lockdown, Executive Staff will determine if all work ceases or allows it to continue. INMATE MANAGEMENT The contractor shall be constantly aware of security. Any violations of the institution rules and regulations are to be brought immediately to the attention of an appo
