Relative Humidity/Dewpoint Primary Standard Replacement
The National Weather Service Sterling Field Support Center (SFSC) Temperature and Humidity
Laboratory (HTL) provides internal calibration for 16 humidity probes as well as accuracy testing
services for programs testing new humidity sensing equipment. In order to provide accurate
calibrations, the use of an accurate relative humidity/dewpoint standard is required. The primary
calibration and testing standard currently used by SFSC is reaching the end of its life cycle. Staff
have noted a dramatic increase in the number of failures that the system has experienced over the
past few years. These failures often require that the unit be returned to the vendor for repair. This
can be costly and often results in long periods of time that the unit is not available for use,
increasing laboratory downtime, and decreasing testing availability for NWS programs. A
replacement dewpoint refence must be purchased to reduce laboratory downtime and equipment
repair costs while allowing for laboratory redundancy for a short period of time while the original
unit is still functional to ensure installation and integration time for new equipment.
Performance Criteria
The equipment requirements listed below must all be met for the final acceptance of the system.
Number of Equipment to meet Performance Criteria: Maximum of two pieces of
equipment
o 1 to 2 pieces of equipment to meet full Sensor Measurement Requirements for
Dew/Frost Point Range and RH Measurement Range. All other Sensor
Measurement requirements must apply to both units if more than one unit is used.
Sensor Measurement Requirements:
o Dew/Frost Point Measurement Range: Equal to or better than -62°C to 54°C
o Dew/Frost Point Accuracy (Max): +/- 0.1°C
o Reproducibility (Max): +/- 0.05°C
o RH Measurement Range at 20°C: 1 – 100%
o Display Resolution: Less than or equal to 0.01°C
o ppmv, minimum: 2.5
Heated Hose Length: Must include a heated hose for gas sampling with minimum
length of 55 inches
Heated Hose Diameter: Must fit inside of a port hole with a 1.874 inch diameter
Display: Front facing Digital Display
Temperature Probe: PT100 Class A or equivalent
Sample gas circuit: 316L stainless steel, electropolished or high quality PTGE

Power Source: 100 to 120 VAC, 50/60HZ
Serial Communications Requirements: Must possess the ability to receive text strings
sent from a third-party terminal program such as Hyper Terminal or PuTTy. Must have
the ability to send text strings to a third-party terminal program containing information
about the current measurement readings.
Calibration Interval: 1-year minimum calibration interval
Environmental Operational Requirements:
o Temperature Range: Must be capable of operating in a standard laboratory
environment with a temperature range of 15°C to 35°C
o Ambient Humidity Range: Must be capable of operating in a standard
laboratory environment with a RH range of 20% - 70% RH
Calibration Requirements: Each unit must come with an ISO-17025 Accredited
Calibration with a Calibration Certificate and Sticker for every unit
Maintenance: Maintenance costs minimized
Shipping: Shipping Cost included
Inspection and Acceptance
Upon completion, contractor shall notify the Government representative for approval and
acceptance. The acceptance period will include a full successful demonstration in accordance with
vendor supplied accepted test plan with the federal representative signature. Delivery of
acceptance test results from the test plan must be submitted with invoice for processing and
approval of payment.
