NOTICE OF INTENT: LECO – CS744 Combustion Carbon Sulfur Analyzer Service Contract

Statement of Work (SOW) TITLE: Service Contract for LECO CS 744 Combustion Carbon Sulfur Analyzer REQUESTING LAB: Material and Structural Systems Division - 731(Engineering Laboratory) Background The Materials and Structural Systems Division is involved in the analysis, standards and codes involving a wide range of construction materials, including cement clinker, cement, fly ash, blast furnace slag, aggregate, and composites and is seeking a service and maintenance contract for a combustion carbon sulfur analyzer used to measure the carbon and sulfur composition of cementitious minerals, hydraulic cement, fly ash, slag, clays and other materials by qualitative and quantitative analyses. Objective(s) The Contractor shall provide a service agreement for the service and maintenance for a LECO CS 744 combustion carbon sulfur analyzer and associated components to ensure uninterrupted performance within manufacturers’ specifications on a scheduled and as-needed basis. Scope/General Requirements The Contractor shall provide preventative maintenance, corrective maintenance, phone and remote desktop support for hardware, software, and applications with onsite services being available during normal business hours. The Contractor shall provide these services using original equipment manufacturer (OEM) authorized service engineers and repair parts. The Contractor shall provide: • Preventative and corrective maintenance, using OEM authorized service engineers and repair parts for: o LECO CS 744 combustion carbon sulfur analyzer, SN 59956  induction furnace capable of achieving 1700 C or greater  programmable automatic furnace cleaner with vacuum- assisted dust removal  non-dispersive infrared absorption detection method  integrated carrier gas scrubbers and heated flow controllers  automated combustion tube exchange for combustion maintenance that is backed up by a manual exchange system  autoloader with a capacity of 50 samples  instrument software -- 1 of 4 -- • One preventative maintenance visit a year with parts kit included and one service/repair visit per year with replacement parts not included: o The Contractor shall coordinate with the NIST COR to schedule each respective service visit. Each visit shall be performed within NIST’s normal operation hours (Monday through Friday; 8:30 a.m. ET through 5:00 p.m. ET). o All travel, labor, and supplies necessary for performance of the aforementioned preventative maintenance visits shall be the responsibility of the Contractor. o Other Direct Costs (ODCs) for replacement parts are not authorized for this requirement. In the event during an emergency service visit, the Contractor identifies that a replacement part other than those specified in the listing above is required, and such a replacement part has an individual cost associated with it, such a replacement part is not authorized by this requirement and would have to be procured outside of this requirement. • Unlimited use of remote diagnostic tool • Software updates The Contractor shall submit a service ticket prior to departure from NIST on any given service call for maintenance or repairs. The service ticket shall include the following, at a minimum: 1) Date and time of arrival to NIST 2) Description of service performed; 3) Name and quantity of any parts that were repaired; 4) Name and quantity of any parts that were replaced; 5) Date and time of departure from NIST; 6) Diagnostic test results or narrative summary demonstrating the equipment is meeting the manufacturer’s specifications; 7) Any comments or recommendations; 8) Signature of Contractor’s service personnel; 9) Signature from NIST COR accepting the service rendered. Deliverable Schedule Deliverable Delivery Due Date Recipient Base Period Service and maintenance for a LECO CS744 combustion carbon sulfur analyzer and associated components 06/30/2026 COR Review Period of Performance: Base Period: 06/30/2026 – 06/29/2027 Place of Performance: -- 2 of 4 -- The primary place of performance shall be the NIST Gaithersburg, MD site located at 100 Bureau Drive; Gaithersburg, MD 20899. More specifically, the scheduled maintenance visits shall take place at the NIST Gaithersburg, MD site. Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluation as defined below to verify specified system performance. Such test and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The contractor has the right to be present during the tests and evaluations, if performed, at the contractor’s expense. Performance Test: Government will test equipment prior to contractor’s departure from NIST Campus. NIST may choose at its discretion to forego this part of acceptance testing. The Government, through the Contracting Officer's Representative (COR), will inspect the repair services performed to verify that all work has been completed in accordance with the requirements of the contract and accepted industry standards. The Government reserves the right to reject any repair services or replacement parts that are determined to be defective, incomplete, nonconforming, or otherwise fail to meet the requirements of the contract. The Contractor shall, at no additional cost to the Government, correct any deficiencies identified by the Government within a reasonable timeframe mutually agreed upon by the parties. Acceptance of repair services shall occur upon successful completion of the required work and verification by the Government that the equipment is functioning in accordance with the manufacturer's specifications and the requirements of this contract. Acceptance by the Government shall not relieve the Contractor of responsibility for latent defects, fraud, gross mistakes amounting to fraud, or the Contractor's warranty obligations, if applicable.
