PERFORMANCE WORK STATEMENT (PWS)
Purchase of Discovery DMA 850 Instrument for the NSWCCD’s Code 6170
1.0 DESCRIPTION OF SERVICES/INTRODUCTION: NSWCCD Code 6170 performs qualifications for
materials and research and development in material processing. Code 6170 also provides engineering
and technical support to NAVSEA technical warrant holders, various program offices, and other
Department of Defense (DoD) organizations. As part of this program, dynamic mechanical analyzer
(DMA) instrument provides acoustic, mechanical, and thermal performance information to approve and
accelerate the material design process, Code 617 needs another DMA 850 to support the increasing
demands of the fleet. This procurement will be sponsored by the NAVSUP program.
2.0 OBJECTIVE: The contractor shall provide one Discovery DMA 850 instrument with accessories, as
well as instrument installation, calibration and basic operational training services as specified in para.
2.1 below.
2.1 Minimum Specifications
2.1.1 DMA and accessories’ specifications:
• Mechanical design must incorporate graphite air bearings for “frictionless” movement of the
drive shaft and provide a full 25mm travel without the use of steel springs or lead screws and
stepper motors.
• Detection of drive shaft movement should be through the use of a linear optical encoder that
provides 0.1 nanometer resolution over the full 25mm drive shaft travel (Resolution of 1 in
250,000).
• The DMA unit must have the ability to provide tension, compression, 3-point bend, dual
cantilever, single cantilever, and shear sandwich modes of deformation. In addition, DMA must
accommodate submersion clamps (tension, compression, and bending) with fluid reservoirs that
eliminate the need to invert the instrument to perform submersion studies
• DMA must include or support option to add relative humidity control, with performance
meeting or exceeding specifications detailed in the section below.
• DMA must support measurements performed while the sample is submersed in a fluid, as detail
and described in the section below.
• Sample length measurement should be automatic in the tension mode.
• Sample thickness measurement should be automatic in the compression mode.
• The unit must be able to scan multiple frequencies while simultaneously ramping or stepping
the temperature.
• The unit must have the ability to perform creep, stress-relaxation, oscillation, force ramp-rate
and strain-rate of extension/compression/flexure (Instron-like experiments).
• The unit must be compatible with a bifilar wound furnace.
• The furnace should be capable of cooling using automated Liquid Nitrogen control and
automatic filling of cooling accessory from a bulk tank using a built-in level sensor. Additionally,
it should also support automatic filling of the liquid nitrogen accessory during a run when not
cooling.
• The furnace should be capable of supporting alternatives to Liquid Nitrogen cooling such as
mechanical chillers. Such chillers must be directly controlled through the DMA system and must
support a minimum temperature of at least -100 °C.
• The DMA analyzer must communicate with a computer via Ethernet BUS.

2.1.2 Software Requirements
• Must have TRIOS software and file types are cross-compatible with TA Universal Analysis
Software.
• The module must be controlled with an operating system that has the ability to also operate
DSC, MDSC, TGA, and SDT modules at the same time. This provides expandability to other
techniques at a lower cost.
2.1.3 Documentation. The contractor shall provide digital copies of the operating and maintenance
manuals that will be installed on the desktop of the thermal analysis computer.
2.1.4 Warranty. The vendor shall provide additional warranty after the manufacturer warranty expires.
2.1.5 Service: Installation & Training. The purchase requires installation, calibration, and training services
requirements to ensure the instrument is fully operational upon delivery. The contractor shall inspect
and install the Discovery DMA 850, including appropriate gas tubing, furnace, and gas cooling accessory
(GCA). The contractor shall demonstrate to NSWCCD personnel that all key functions of the DMA 850
are operational prior to equipment acceptance. The contractor shall perform several calibrations to
ensure the newly installed Discovery DMA 850 is working properly. The contractor shall provide onsite
training to 4 of NSWCCD Code 6170 DMA users. The training is to be held in Bldg. 68 Rm. 119 at
NSWCCD. The training will be for 1 days, and will cover calibration, maintenance, and operation of the
Discovery DMA 850. Any training handouts and materials needed for the training will be provided by
the contractor.
3.0 DELIVERY, PERIOD AND PLACE OF PERFORMANCE:
3.1 The contractor shall deliver the Discovery DMA 850 instrument and accessories by December 1, 2026
or earlier to the NSWCCD address below:

3.2 Upon award of contract, the Government TPOC will further coordinate with the contractor on the
specifics for materials delivery and subsequent assembly/installation, calibration, and training services.
3.3 The contractor shall provide and perform contract services at the NSWCCD, 9500 MacArthur Blvd,
Building 68, Rm119, West Bethesda, MD 20817.
