STATEMENT OF WORK
Dedicated Air Cargo Charter — SABRE Campaign Deployment (IAH–PTY)
1. Objective / Requirement
The National Aeronautics and Space Administration (NASA), Ames Research Center, Earth
Science Project Office (ESPO), requires a dedicated main-deck air cargo charter to transport
scientific and aircraft support cargo for the SABRE (Stratospheric Aerosols Processes, Budget
and Radiative Effects) airborne science campaign from George Bush Intercontinental Airport
(IAH), Houston, Texas, to Tocumen International Airport (PTY), Panama City, Panama. The
movement must be synchronized with the deployment transit of NASA’s WB-57F research
aircraft; schedule reliability is the Government’s dominant requirement.
2. Scope
• Onload date: Cargo pickup at IAH on 20 or 21 August 2026, with transport to PTY
completed as expeditiously as possible thereafter. The contractor shall confirm the
operational schedule no later than 72 hours prior to departure.
• Cargo configuration: A maximum of eleven (11) ISU-90 containers on 463L pallet bases,
or a combination of ISU-90 containers and commercial air cargo pallets, with a maximum
total payload of 45,000 kg. Actual payload is subject to the carrier’s operational weight
and volume limitations under prevailing conditions.
• Cargo composition: Aircraft parts, supplies, and ground support equipment (GSE);
scientific instruments and equipment; general campaign cargo and supplies; and
dangerous goods, including compressed gases and other hazardous materials. No
passengers or couriers are included in this movement.
• Aircraft: A main-deck freighter capable of accepting ISU-90 containers on 463L pallet
bases (e.g., Boeing 767-300 BDSF or equivalent), loaded through a main-deck cargo door
with appropriate handling equipment available at both IAH and PTY.
3. Contractor Requirements
• Provide aircraft, flight crew, fuel, maintenance, insurance, permits, overflight/navigational
fees, landing and parking fees, pallet build/break, ramp transfers, aircraft load/offload, and
aircraft ground handling for the charter flight.
• Hold current authority and demonstrated capability to accept and transport dangerous
goods by air, including compressed gases, in accordance with IATA Dangerous Goods
Regulations and 49 CFR; coordinate DG acceptance requirements with the Government
promptly upon award.
• Possess demonstrated experience transporting U.S. Government cargo and operating
into Panama, including familiarity with Panamanian customs processing sufficient to
support expeditious clearance.

• Designate a single operational point of contact for movement coordination with the SABRE
project and provide schedule status updates during the 14 days preceding departure.
4. Government Responsibilities
• Performance boundary. The contractor’s performance begins upon acceptance of
tendered cargo at the origin airport (IAH outbound; PTY return) and ends upon offload at
the destination airport. Surface transportation of cargo to the origin airport and from the
destination airport is arranged and funded separately by the Government and is excluded
from this requirement.
• Preparation of all cargo documentation, including the cargo declaration, Air Waybill data,
Shipper’s Declarations for Dangerous Goods, export/import permits, and customs and
agricultural clearance documentation.
• Cargo tender at the origin airport within the agreed window, properly packed, marked, and
labeled, with suitable skids or bases where required to meet aircraft floor-bearing limits.
• Any special cargo handling (e.g., cranes, flatbeds), cargo screening, storage,
warehousing, duties, taxes, and airport import/export terminal fees not included in the
charter price.
5. Schedule
Contract award is required on or about 7 August 2026. The 14-day period between award and
flight is required for cargo preparation, dangerous-goods documentation, export-control
clearance, and buildup, and is integral to the movement schedule. The outbound flight departs
IAH on or about 21 August 2026. A return movement from PTY to IAH at the conclusion of the
campaign deployment is included under the same terms, on a date to be coordinated
approximately six weeks after the outbound movement.
6. Place of Performance
Origin: George Bush Intercontinental Airport (IAH), Houston, Texas, USA. Destination: Tocumen
International Airport (PTY), Panama City, Panama. Return leg: PTY to IAH.
7. Period of Performance
From date of award through completion of the return movement, anticipated NLT September 30,
2026.
8. Basis of Award
Award will be made on a firm-fixed-price basis. Significant pre-solicitation coordination has been
performed to identify handling shortfalls and address inefficiencies at both airports to support a
rapid movement; offerors are responsible for confirming their ability to meet the stated onload
dates and handling requirements.
