Description
Under the authority of FAR 6.103-1, the National Geospatial-Intelligence Agency (NGA) intends to issue a sole-source award to the incumbent contractor for adding an additional node to the Real-Time Transfer Service (RTS) system. The additional scope will be added to the existing RTS contract.
The RTS system is a key data and message transport component for the Overhead Persistent Ground Architecture (OPGA), which supports global missile warning, tracking, and defense capabilities. The OPGA RTS component facilitates critical data communication across diverse security enclaves to process and coordinate tracking data. RTS requires the addition of an additional node to support a near-term scheduled capability demonstration and improve system resiliency.
This follow-on action will design, develop, deploy, integrate, and test the additional node while concurrently continuing development activities, operations & sustainment support, and studies, for the current RTS system. The RTS development and operation & sustainment support services are integral to the additional node requirement and essential to meeting the demonstration and resiliency requirements.
The period of performance for this requirement is notionally a two (2) year base period, and up to (2) years in option periods. The contract modification award will be made to the incumbent contractor.
After extensive Market Research including a thorough review of interested vendors for RTS II, NGA has determined that the incumbent is the only responsible source available to satisfy the schedule requirements for the demonstration. Pursuant to FAR 6.103-1(c)(2)(ii), for DoD acquisitions, services may be deemed as available from only one source when awarding a follow-on contract for the continued provision of highly specialized services that would result in unacceptable delays in fulfilling the agency’s requirements.
This notice is in accordance with FAR Subpart 5.2 and is not a request for competitive proposals. Interested parties may identify their interest and capability in response to the requirement. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
