Introduction
This requirement is for the services required to support the removal of the existing Main Distribution Frame (MDF)
location and the reconfiguration of fiber infrastructure to two existing Intermediate Distribution Frames (IDFs). The
purpose of this scope is to provide specifications for all tasks associated with moving the MDF and affected wiring at 450
GOLDEN GATE AVE SAN FRANCISCO CALIFORNIA, 6TH FLOOR to support the release of a portion of the 6 th floor where
the MDF is located. Demolition of the MDF room and associated demolition activities will be performed by others.
The contractor shall furnish all labor, materials, and equipment necessary to complete the requirements of this contract.
The contractor shall receive, unload, assemble stage, deliver, and install wiring and any required materials as indicated
in this scope. The contractor shall also be responsible for disposing of all debris associated with the materials provided
for this SOW.
Project Requirements
This project will require the shutdown of internet service for a minimum time as all wiring for the building is housed in
the MDF located on the 6 th floor, so close coordination with the Project Manager is required.
Schedule/Specifications: Project may be completed in several phases depending on the impact on the existing business
units remaining on the other floors. All work to be performed Monday through Friday, between 6:00 am-6:30 pm.
Variations to the schedule must be coordinated with the Project Manager and IT Specialist.
Project Schedule
Period of Performance: 7/25/2026 - 9/30/2026
Installation to begin: 07/25/2026
Installation to be completed: 09/30/2026
IRS requests that work take place during regular working hours. Monday through Friday, 6AM – 6:30PM.
If more than 2 phases are required, vendor will provide a delivery schedule.
All deliverables and services will be accepted onsite by the designated on-site representative. Steps should be taken by
the contractor to prevent any damage to the doors, walls, and floors; and if damage occurs the vendor is responsible
to repair all such damage. The trash receptacles and dumpsters on-site are for Government employee use only and
cannot be used by the contractor.
Contractor shall provide the following services:

1. MDF Decommissioning Support
a. Coordinate the IRS Project Manager regarding the removal schedule of the MDF space.
b. Safely disconnect existing fiber cabling.
c. Identify, label and document all fiber pathways affected by the MDF removal.
2. Conduit Installation
a. Furnish and install one (1) new 2” EMT conduit pathway between the two existing IDF rooms.
b. Provide all required fittings, supports, couplings and hardware codes and standards.
c. Coordinate routing to avoid existing utilities and minimize disruption
3. OM# Fiber Pull-Back and Re-Termination
a. Install new OM3 Multimode fiber cabling to the MDF and extend into the two existing IDF rooms, as
required.
b. Terminate the OM3 fibers with new connectors at both IDF locations.
c. Test and certify all re-terminated fibers in accordance with TIA/EIA standards and manufacturer
specifications.
d. Provide test results upon completion.
4. MPOE Fiber Re-Routing and Termination
a. Install new fiber cabling from the MPOE to MDF location.
b. Terminate the MPOE fibers into one designated IDF location.
c. Terminate fibers with new connectors and perform end-to-end testing.
d. Provide documentation and test results.
5. Labeling and Documentation
a. Provide updated labeling at all fiber terminations to reflect new routing and IDF locations.
b. Update as-built documentation reflecting final fiber pathways and termination plans.
6. Demo Cable
a. Demo 180 cables and fiber from existing racks.

Site access and information to be provided and coordinated with the IRS Project Manager and any designees.
All deliveries will need to be coordinated with Project Manager.
Security Requirements
Contractor employees must carry picture ID at all times when working on the IRS premises. The Contractor shall provide
the names, work identification (ID) numbers or driver’s license (DL) numbers of all contract employees, including those
hired from temporary agencies on company letter head and provide with quote submission and confirm 48 hours prior

to start of the services.
Contract employees ID/DL must comply with The REAL ID Act (the Act) of 2005 that established minimum security
standards for identification documents such as driver's licenses and prohibits Federal agencies from accepting driver’s
licenses and identification cards from states not meeting the Act’s minimum standards. At this time valid State issued
Drivers Licenses and IDs are acceptable in lieu of the REAL ID. Please e-mail information to the IRS Project Manager

This is a secured facility. The contractor and employees must obtain clearance before entering the jobsite. Sign-in/out of
the facility will be required, and IRS issued badges must always be worn while in the building.
Possession and/or use of firearms, alcoholic beverages or drugs on Government premises are prohibited. Cameras are
not permitted on premises. Persons and property entering Government property are subject to search.
