STATEMENT OF WORK
1) BACKGROUND INFORMATION
The Flow Cytometry Section (FCS) provides the Division of Intramural Research (DIR) with
application-specific flow cytometric technologies, including instrumentation and multi-color
analysis. In addition, the FCS provides training, consultation, method development, and analysis
for experiments involving flow cytometry. This mission is accomplished through the efforts of
staff with extensive flow cytometry experience and with the use of cell sorters and analyzers.
Major goals are to provide access to state-of-the-art technologies, to help design and run
experiments, to facilitate data interpretation, and to provide results that are of consistent high
quality.
The FCS has multiple high-end Becton, Dickinson, and Company (BD) cytometers, high
throughput samplers (HTS), flow supply systems, and lasers already in use for imaging various
samples. These instruments are constantly in use on a daily basis and if it were put out of action
due to lack of maintenance or mechanical failure the ability of the investigators in the DIR to
conduct their research would be severely handicapped. It is for this reason that a Service
Agreement is essential these BD instruments.
2) PURPOSE AND OBJECTIVES OF THE ACQUISITION
The purpose of this acquisition is to provide a maintenance agreement for eight (8) cytometers,
four (4) high throughput samplers (HTSs), six (6) flow supply systems, and thirty-six (36) lasers
in order to maintain them in optimal operating condition. The instruments to be serviced are:

Becton, Dickinson, and Company (BD) cytometers and lasers provide flow cytometric analysis
and sorting for all the Intramural program within the National Institute of Allergy and Infectious
Diseases (NIAID). Each instrument supports multiple experiments each day, and each
instrument if fully utilized. The research projects supported are complex and varied. As such,
the facility is required to maintain equipment that provides for a wide range of applications that
includes the ability to modify and adapt capabilities as new applications are developed. Due to
heavy use, the instruments must be repaired, recalibrated, and returned to operation as soon as
possible after failure. To assure optimal performance and reliability, the instruments require
maintenance by specially trained and experienced service engineers. If the systems were put
out of action due to the lack of maintenance or mechanical failure, the ability of the investigators
in the DIR to conduct their research would be severely handicapped. Therefore, the FCS
requires a 12-month service agreement starting in July 2026 to ensure that an instrument is
back to service as quickly as possible after a failure or necessary maintenance.
3) SCOPE
The contractor shall perform preventive, remedial maintenance and repair services to
maintain the BD instruments in good working condition in accordance with the equipment
manufacturer's specifications.

4) PERIOD OF PERFORMANCE/LOCATION OF PERFORMANCE
Period of Performance July 21, 2026 – July 20, 2027
Location of Performance: Rockville, MD
5) CONTRACTOR REQUIREMENTS
The Contractor shall provide services coverage for the BD instruments referenced above that
includes the following:
• Two (2) Preventive Maintenance (PM) inspections to be performed during a twelve-
month period, including 2 PM Kits.
• Software revisions released during the Agreement term.
• Unlimited service visits, by guaranteed OEM technicians, Monday-Friday, excluding
holidays.
• Unlimited telephone support for instruments, reagents and applications will be provided
at no additional charge.
• Every reasonable effort will be made to respond to a request for emergency on-site
service (Monday through Friday, excluding holidays) within 48 hours.
• OEM parts, labor and travel for remedial repair.
• Update installations at the time of scheduled preventive maintenance visits

6) CONTRACTOR SUPPLIED MATERIALS
The Contractor shall provide all necessary parts and equipment necessary to perform remedial
repair and planned maintenance of the above equipment.
7) GOVERNMENT FURNISHED MATERIALS
No Government furnished materials are provided under this contract.
8) REPORTING REQUIREMENTS AND DELIVERABLES
