Solicitation W50S9H-26-R-A011 Repair Airfield Lighting System Questions and Responses dated 7/28/26 Please provide clarification regarding the roof insulation for the standing seam metal roof at the vault. Sheet AS-311 Detail 1 calls out (2) layers of 2.6” iso, Detail 2 on AS-311 calls out 6” of rigid insulation. Additionally, the standing seam spec talks about flexible faced blanket mineral wool with R-40. If we do the 2 layers of 2.6” iso, that will give an R30 and will be 5.2” thick and doesn’t align with the other detail or specifications. Can you provide clarification and direction on the desired insulation system at the roof of the vault? Government Response: 1. Roof deck insulation thickness is not noted on Details 1 & 2/AS-311. Insulation thickness is noted on the Overall Roof Plan, Detail 1/AS-101 which states the insulation shall be (2) layers of 2.6” polyisocyanurate. 2. Blanket insulation specified in section 07 61 42 – Steel Standing Seam Roofing is incorrect. Fill-in clause FAR 52.211-12 has been added to the solicitation in Amendment 0001. Subject: Experience Modification Rate (EMR) Requirement     The solicitation requests Experience Modification Rates (EMRs) for the years 2015 through 2019. Please confirm that the requested reporting period is correct and that EMRs for 2015–2019 are required. Government Response: Reference Appendix G, EXHIBIT A, PERFORMANCE RELEVANCY QUESTIONNAIRE AND COMPANY SPECIALIZED EXPERIENCE. The government is most interested in recent experience. The Experience Modification Rate (EMR) Requirement is corrected to a reporting period of 2021-2025 on sam.gov. Subject: Appendix G, Paragraph D, Part 1     Appendix G, Paragraph D, Part 1 references 'construction projects for corrosion control, fuel cell hangars, and flight simulators or equivalent cities.' Please confirm whether this language is applicable to this acquisition or if it was inadvertently carried over from another solicitation. Government Response: Reference Appendix G, Exhibit A, Part 1, Paragraph D has been modified to, “…Note that your description will be evaluated for similarity of the construction methods, particularly in construction projects for Air National Guard or Air Force airfields, commercial electrical work on airfields, electrical vault construction or equivalent facilities with similar characteristics to those identified in this solicitation…”. See document labeled, “APPENDIX G - EXHIBITS 22JUL2026” uploaded to sam.gov. Subject: Proposal Instructions     The solicitation contains conflicting information regarding resumes. One section indicates resumes are included in the page count, while another indicates they are excluded. Please clarify whether resumes count toward the proposal page limitation. Section 00 21 00, paragraph 3.1.1.3.1 is corrected to state that resumes ARE included in the 10 page limit to Volume 1, Sub-Factor 1: Experience & Capability. Subject: Experience Cut Sheets     The solicitation requires submission of Experience Cut Sheets. Please clarify whether these are intended to be project profile summaries prepared by the offeror or whether a specific Government format or template is required. Government Response: The solicitation did not require cut sheets. It required resumes or cut sheets. For the purposes of this solicitation, the option to submit cut sheets in place of a resume has been removed. Please refer to Amendment 1 Solicitation W50S9H-26-R-A011 SF 1442”. Section 00 21 00, paragraph 3.1.1.3.1 for updated terminology. Subject: Section 3.1.1.2     Section 3.1.1.2 states that the Government will evaluate 'the offeror's experience with complex multidisciplinary project management and execution and how the offeror demonstrates an understanding of the contract's requirements taking this experience into consideration.' Please clarify whether 'the contract’s requirements' refers to the requirements of this solicitation or to the contract associated with each submitted experience project. Government Response: ‘the contract’s requirements’ is ambiguous terminology and Section 00 21 00, paragraph 3.1.1.2 has been updated in Amendment 1 to ‘requirements of this solicitation’. Subject: Section 6 – Submissions     Section 6 states: 'Offerors discouraged from providing points of contact with another contractors' facility, i.e., in case an offeror (or one of his/her team members) is in a subcontract with another contractor who has submitted a proposal on the same requirement. Offerors shall provide and submit the prime contract number     and all Governmental agency POCs in lieu of subcontract numbers or prime contract POCs in situations described above.' Please clarify the Government's intent regarding this requirement. Specifically, if an experience project was performed as a subcontractor to another prime contractor that may also be submitting a proposal, should the offeror omit the prime contractor point of contact and provide only the Government point of contact and prime contract number? Government Response: Yes, omit the prime contractor point of contact and include the Gov’t POC and prime contract number.
