PERFORMANCE WORK STATEMENT (PWS) FOR REPAIR Dumpster Enclosures Various Buildings VDYD262011 SCOTT AIR FORCE BASE, ILLINOIS 10 June 2026 1. REQUIREMENT: a. BACKGROUND: There are a total of seven (7) trash enclosures consisting of 2FT wide X 2 FT long X 7FT-5IN high brick columns at the four (4) corners of each enclosure and steel fencing panels spanning between the columns. Two dumpster enclosures on Base are damaged. The enclosure near the stationary C-135X has a gate panel that has been torqued at the hinge connection points damaging the hinges and the brick pillar. The rear panels lean into the enclosure area as well. The back panels of the enclosure near Building 5000 are completely detached from it. It appears warping and damage caused by the wind made them inoperable. The connecting hardware between the side walls and gate panels is in poor condition and needs to be replaced as well. b. OBJECTIVES: The objective of this project is to restore structural integrity, safety, and visual aesthetics to various dumpster enclosures on base. Key objectives include: i. Demolishing, clearing, and legally disposing of deteriorated fencing, posts, and damaged concrete/masonry elements. ii. Extracting obsolete anchor bolts and patching cored/damaged areas of concrete pads. iii. Realigning and structurally reinforcing the rotated corner brick pillar at the C-135 enclosure using epoxy-doweled steel reinforcement and solid concrete grout. iv. Constructing a solid CMU wall with decorative brick cladding and precast concrete coping at the Building 5000 enclosure. v. Core drilling and installing new heavy-duty round steel (HSS) posts and gate panels. c. PROJECT LOCATION: All work will be at the 126th Air Refueling Wing, Scott AFB, Illinois. 2. PROJECT ADMINISTRATION: a. SITE VISIT: Contractor is responsible for verifying all measurements and conditions pre- bid. The Government intends to only hold one official site visit. Requests for additional site access must go through the 126th Contracting Squadron (126 CONS) point of contact (POC) listed in the Request for Proposal (RFP) letter. Any additional site access will be made available to all Contractors solicited for this project. -- 1 of 10 -- b. MEETINGS i. Kick-Off Meeting/Project Schedule – Kick-off meeting to occur within one week of NTP. Overall project schedule with milestone markers and 2-week look-ahead to be completed at kick-off meeting. ii. Contractor shall coordinate with the 126th Contracting Squadron (126 CONS) on bi- weekly meetings once the construction phase begins. This meeting shall include the review of an updated 2-week look ahead schedule. Contractor shall provide meeting minutes within 24 hours of each meeting and allow the Government up to 24 hours to accept or request changes to the minutes. 3. PROJECT SCOPE: a. The contractor shall address the known issues identified in this scope. To the maximum extent possible, contractors should identify defects or discrepancies not noted below by submitting a Request for Information (RFI) prior to bid submission. b. BASE BID (CLIN 001): Dumpster Enclosures (Various Buildings) i. Task 1: Dumpster Relocation, Demolition, Debris Disposal, and Surface Preparation (1) 1.1 Dumpster Relocation: Move trash dumpsters out of enclosures. They shall be relocated to the front of the driving pads leading to the enclosures to allow room for equipment and personnel to move around them for this project’s scope of work. Contractor shall coordinate relocation with 126 CES, building managers, and the base waste management contractor to ensure uninterrupted waste collection operations. Dumpsters shall be secured to prevent rolling. (2) 1.2 Demolition and Waste Management: Contractor to collect, consolidate, and legally dispose of all debris, organic growth, and deteriorated materials within the enclosure areas off-base at a licensed landfill. Contractor shall track and report waste/recycling metrics, providing certified weight tickets to 126 CES upon project completion. (3) 1.3 Hardware Removal & Pillar Repair: Remove all unused and damaged hardware from the 2FT X 2FT brick corner pillars. All remaining drill holes or masonry voids shall be cleaned and patched using an approved weather- resistant, non-shrink masonry grout or mortar conforming to ASTM C270 (Type S), matching the existing mortar color and texture to prevent freeze-thaw damage. (4) 1.4 Anchor Bolt and Plate Removal (Building 5000): At the trash enclosure north of Building 5000, remove all anchor bolts, remaining post stand plates, and other redundant hardware at the surface of the concrete pad from the previous fence. Anchor bolts shall be cut flush or cored to a minimum depth of 1.0 inch below the concrete surface. Resulting holes or voids shall be patched and finished flush using a high-strength, non-shrink concrete repair mortar (minimum 4,000 PSI) with a matching non-slip broom finish. -- 2 of 10 -- (5) 1.5 C-135 Enclosure - Fencing Removal & Pillar Realignment: At the trash enclosure south of the C-135, remove the rear fence panels, the fence posts, and the post anchor pads. Assess the rotated 2FT X 2FT brick corner pillar at the southeast corner. Carefully realign it to its original orientation and vertical plumb. If the masonry bond at the base is fractured, dismantle the pillar and rebuild it. The interior core shall be reinforced with vertical steel rebar (minimum #4) doweled and epoxied a minimum of 6 inches into the concrete pad, and the core filled with fine grout conforming to ASTM C476 (minimum 3,000 PSI). Rebuilt brickwork and mortar must match existing masonry. (6) 1.6 Flightline Safety & FOD Control: Because the C-135 enclosure is situated directly adjacent to active aircraft aprons (as shown on the 126 ARW Area Map), strict Foreign Object Debris (FOD) control is mandatory.
