The below-listed information was utilized to complete the Scope of Work Tasks: Project Location and/or Room No. Whole Building Brief SOW: Performed sampling prior to demolition or renovation activities. ASBESTOS – One-hundred-seventeen (117) samples were collected and submitted for analysis. Results indicated that Asbestos was not detected in the collected samples. LEAD - Results indicate that thirty-two (32) of the one hundred thirty-nine (139) XRF readings tested at or above the limit of 0.3 mg/cm2. Technical Summary Were Found Were Not Found Not Tested 1. Bliss, Bldg. 2414 SUMMARY ENCON International, Inc. (ENCON) personnel performed an Asbestos Inspection of a structure designated as “Building 2414” on Fort Bliss, Texas. The following are the field sample collection and analysis results for this inspection. The inspection was conducted to ensure compliance with NESHAP – 40 CFR Part 61, Subpart M, which states that “prior to the commencement of the demolition or renovation, thoroughly inspect the affected facility or part of the facility where the demolition or renovation operation(s) will occur for the presence of asbestos, including Category I and Category II non-friable ACM. ” The sample collection and subsequent laboratory analytical results indicated that Asbestos was not detected in the collected samples. INTRODUCTION This Asbestos Survey was performed by Mr. Tim Jones on December 4th and 5th, 2008. This Asbestos Survey was conducted in accordance with Asbestos National Emissions Standards for Hazardous Air Pollutants (NESHAP): 40 CFR Part 61, Subpart M. Sampling protocols were performed in accordance with the Texas Asbestos Health Protection Rules (TAHPR). Building 2414 was to undergo renovations and was visually inspected and it was determined that the suspect asbestos-containing materials could be divided into thirty-nine (39) homogeneous areas, including the following: 2’ x 4’ ceiling panels (3 types), 2’ x 2’ ceiling panels, drywall/joint compound (3 types), cove base mastic (8 types), textured drywall/joint compound (8 types), carpet mastic (3 types), 12” x 12” floor tile & mastic (3 types), popcorn ceiling texture (4 types), ductwork sealant, rubberized flooring mastic, expansion joint (2 types), stucco textured, and HVAC sealant. -- 4 of 49 -- Asbestos Survey Report ENCON International, Inc. The building occupied approximately 38,527 SF. The building was a three-story structure constructed with CMU walls on a concrete foundation. The interior was partitioned with drywall walls. The floors were covered with floor tile, carpeting, and rubberized flooring material in the stairwells. At the time this Asbestos Survey was performed, the date of construction was not known. SAMPLING METHODOLOGY A visual inspection of the building was conducted to develop a sampling plan. This included determining sample collection points, homogeneous materials and areas. Friability was assessed by manually manipulating the suspect asbestos materials utilizing hand pressure to determine if the materials, when dry, can be crumbled, pulverized, or reduced to powder.
