PART 1 - INTRODUCTION
This Statement of Work (SOW) defines the requirements for construction disposal services at
March ARB, CA.
The Contractor shall provide all equipment, labor, and supervision necessary for PDPG26-2400
WMWD Sewer Rehabilitation Project - PFAS Groundwater Soil Contamination disposal at March
Air Reserve Base, California in accordance with the terms and conditions of the contract, contract
statement of work contract specifications, federal, state, and local codes, laws, and regulations.
All quantities, dimensions and areas given within the statement of work are approximation only.
Contractor is responsible to verify all quantities, dimensions, and areas.
Work shall include, but is not limited to the following:
1.1 SCOPE
This SOW defines the scope for this task order to dispose of PFAS contaminated soil. Work shall
be in accordance with Air Force technical guidelines and regulatory requirements.
1.2 ON-SITE HANDLING AND STORAGE
To prevent cross-contamination and runoff during excavation, sites must follow best management
practices:
1.2.1 Stockpile Control: Soil piles must be covered with plastic sheeting or tarps and
surrounded by berms.
1.2.2 Non-RCRA contaminated soil can only be accumulated on-site for up to 90 days on
impermeable surfaces (like HDPE liners) before transport.
1.2.3 Air Monitoring: Dust and air quality must be continuously monitored during
excavation and loading.
1.3 TESTING AND CLASSIFICATION
Prior to disposing of any soils taken from the construction site, obtain samples representative of
possible PFAS. Do not transport material from the project site either for reuse or disposal until
tests have been approved. Positive test soils to be removed off site in accordance with Resource
Conservation and Recovery Act (RCRA) guidelines for off-site disposal. Excavated soil must be
analyzed at a certified laboratory to determine its hazard classification:
1.3.1 RCRA Hazardous: Exceeds federal EPA toxicity thresholds (e.g., highly toxic,
corrosive, or reactive). Must be disposed of in a specialized Class I hazardous waste
landfill.

1.3.2 California Hazardous (Non-RCRA): Contains specific chemicals (like aerially
deposited lead or petroleum hydrocarbons) at levels exceeding California's Title 22
limits.
1.4 TRANSPORTATION AND TRACKING
Moving hazardous dirt off-site requires strict logistical and legal tracking.
1.4.1 Hazardous Waste Manifest: All shipments must be documented using the state's
tracking system.
1.4.2 Licensed Haulers: Soil must be hauled by registered hazardous waste transporters.
