This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. A. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2026-01/effective date of 13 March 2026. B. This procurement falls under NAICS code 334516, Analytical Laboratory Instrument Manufacturing. C. The Defense Priorities and Allocations System (DPAS) and assigned rating are not applicable to this procurement. D. System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. This device is critical and essential to BEPs mission. C.2 Objective/Scope/Purpose: C.2.1 The Contractor shall provide BEP DCF with equipment, installation, and training that meets or exceeds the technical requirements stated in this Statement of Work (SOW). Any reference to brand names or trademarks in this document does not indicate endorsement by the BEP or by the US Government. The FTIR microscope shall meet all current U.S. commercial codes and industrial standards for manufacturing high quality analytical equipment to be utilized within a laboratory environment. C.2.2 The Contractor shall provide a new, commercially available, fully integrated FTIR Microscope, including all sub-systems and major components, and software necessary for complete analytical functionality as described in Section III. No prototypes, or refurbished units will be accepted. The FTIR microscope system shall incorporate modern optical, electronic, and digital technologies and be capable of delivering high-resolution, accurate spectral data for qualitative and quantitative analysis. The instrument shall support rapid, reproducible measurements in the mid-infrared range, with features designed for sample mapping and minimal user maintenance. C.2.3 The Contractor shall provide all labor and materials to deliver and install the instrument. The Contractor shall be responsible for the performance of all activities and materials to install and make the system ready for operation. The Contractor shall provide startup assistance, training, calibration procedure, integration, and warranty. C.3 Technical Requirements/Tasks/Outcomes: C.3.1 The following represents the operational capability, functionality, and performance characteristics of the listed major sub-systems and major components of the FTIR microscope: C.3.1.1 Instrument shall include a research grade FTIR microscope capable of collecting microscopic images and localized FTIR spectra. The microscope shall incorporate all necessary components including, but not limited to. C.3.1.1.1 Illumination sources. C.3.1.1.2 Camera. C.3.1.1.3 Objectives and condensers. C.3.1.1.4 Stage.
