What this opportunity is
The Department of State is seeking proposals for the supply, installation, and commissioning of uninterruptible power supply (UPS) systems, specifically two 15kVA units or one 30kVA unit due to space constraints at the US Embassy in Maharajgunj. This opportunity falls under NAICS 238210 and is suitable for small businesses capable of meeting technical, environmental, and safety specifications. As this is a Special Notice, interested vendors should track the opportunity closely rather than submit bids at this stage.
Analysis by Mindy, grounded in the SAM.gov notice.
Description
1. UPS Configuration:
During the site visit, we observed that the available installation space is relatively
small and limited for accommodating two UPS units while maintaining the required
installation and maintenance clearances. However, the SOW specifies the
installation of two (2) 15kVA UPS units. Kindly confirm whether we may propose
one (1) 30kVA UPS unit (or approved equivalent) instead of two (2) 15kVA UPS
units, provided that it meets the required electrical performance and can be installed
within the available space, or whether our proposal should be based on the
installation of two (2) 15kVA UPS units in accordance with the SOW.
We confirm that a single thirty (30) kVA UPS unit (or approved equivalent) may be
proposed in lieu of two (2) 15kVA units, given the space constraints identified during
the site visit. Offerors selecting this configuration must ensure the proposed unit
meets or exceeds all technical, environmental, and safety specifications outlined in
Section IV of the SOW
2. Battery Backup Time Requirement:
The SOW specifies a minimum battery backup time of 10 minutes at full load (for a
15kVA UPS). However, based on the manufacturer's technical specifications, the
backup time depends on the UPS model, battery configuration, and the actual
connected load. Kindly confirm whether the required battery backup duration shall
be provided in accordance with the manufacturer's standard specifications for the
proposed UPS configuration.
The minimum battery backup time requirement of 10 minutes at full rated load
remains a firm requirement, regardless of whether the offeror proposes two (2)
15kVA units or one (1) 30kVA unit. Offerors shall submit manufacturer
documentation demonstrating this performance as part of their technical proposal.

3. Site visit:
After our site visit at US embassy Chancery compound Maharajgunj for
Verification, compatibility of Eaton 15 KVA UPS and location Inspection. Embassy
requirement are two unit of Eaton 9355 15 KVA or equivalent UPS in parallel mode
operation; for that required space is not enough, need two DB one for input with
MCB Breaker and the other for System parallel Module. Space available is very
limited not enough for all those items installation in this small room, Technically not
suitable for two unit in parallel mode .
Eaton 9355 model 15 KVA UPS is obsolete model ( no more production). It is
discontinued. New model of equivalent is Eaton 93T which is more advance in
technology with touch screen and many more features.
It is recommended to use 30 KVA UPS Tower type with internal battery instead of
two UPS due to lack of available space. Only single UPS will be suitable .
Minimum space requirement for UPS in front side 900 mm (fan and filter location)
back side 300mm( in/out cable connectors ) and above 300 mm for proper
ventilation and smooth running for long life.
Propose Eaton 93T 30 KVA UPS size are W=380mm D=740mm Height 1328mm.
Input/ Output AC cable shall be replace with High ratting ,
Input MCB and output DB/ MCB can be used existing one which has high ratting
capable for handling 30 KVA .
• The Embassy accepts installation of a single thirty (30) kVA UPS Tower unit
with internal battery, in lieu of two (2) 15kVA units in parallel, based on the
space limitations identified during site visits by multiple offerors
• The Embassy acknowledges that the Eaton 9355 model referenced in the
SOW is no longer in production. Offerors may propose the Eaton 93T (30kVA
Tower, internal battery) or another currently manufactured equivalent,
provided the proposed unit meets or exceeds all technical specifications in
Section IV of the SOW
• The Embassy confirms that offerors are responsible for verifying and
providing the manufacturer-required clearances (front, rear, and top) for the
proposed unit and shall include this information in their technical proposal,
along with confirmation that the proposed installation location (Closet across
from Ground Floor North Wing Electrical Room 1181) can accommodate
these clearances
