This solicitation is being issued as a 100% Small Business Set-Aside in accordance with RFO FAR Subpart 19.104. The Government intends to award a single Firm-Fixed-Price (FFP) contract resulting from this solicitation. 1. Period of Performance: The anticipated contract will consist of a 12-month base period and four (4) 12-month option periods. The base Period of Performance is scheduled to commence on November 1, 2026, and conclude on October 31, 2027. 2. Scope of Work & Critical Timelines: Offerors are strongly encouraged to thoroughly review the attached Statement of Work (SOW). This requirement includes stringent performance timelines to ensure mission readiness and life-safety access to the facility, specifically: • Priority 1 Areas: Must be cleared to bare pavement within six (6) hours of snowfall cessation. • Priority 2 Areas: Must be cleared to bare pavement within twelve (12) hours of snowfall cessation. • Continuous Operations: Required when accumulation exceeds 1 inch per hour. 3. Basis for Award: Award will be made to the responsible offeror whose Quote conforms to the solicitation and represents the Best Value to the Government. Quotes will be evaluated based on Lowest Priced Technically Acceptable methodology, with the written technical approach and Past Performance being considered to determine Technical Acceptability. 4. Proposal Submission: All proposals and pricing must be submitted in accordance with the instructions provided in the solicitation document. Responses are due no later than 3:00 PM EDT August 20, 2026.
