Mandatory Statement FEDERAL ACQUISITION REGULATION (FAR) PART 12 NOTICE This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Notice to Offeror: Funds are not presently available for this effort. No award will be made under this RFQ until funds are available. The Government reserves the right to cancel this RFQ, either before or after the closing date. In the event the Government cancels this RFQ, the Government has no obligation to reimburse a vendor for any costs. Before submitting a quote, please read the instructions in the addenda to FAR 52.212-1, Instructions to Offerors — Commercial Items, listed below and comply with all requirements for submitting a quote. Failure to comply with all instructions contained within this synopsis/solicitation could result in the quote being ineligible for award. It is the quoter’s responsibility to ensure their quote meets all the requirements identified herein. Quoters must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The quotes will be evaluated IAW FAR 52.212-2, found herein. 2. Solicitation Type and Description Solicitation number FA700026Q0056 is issued as a Request for Quotation (RFQ) for the procurement of one (1) new high-performance fluorescence spectrophotometer (fluorimeter) system for the USAFA Department of Chemistry. 3. Set-Aside and Applicable Clauses Statement This acquisition is set-aside for small business concerns (100% Total Small Business Set-Aside). Includes the core instrument, solid sample holder accessory kit, water-thermostatted single-cell holder, water pump, and desktop PC with interfacing software as detailed in the Salient Characteristics. Quantity: 1 Unit of Measure (UOM): Each (EA) 5. Description of Requirements The Contractor shall provide all equipment, components, and on-site installation/familiarization training for a commercial spectrofluorometer system. The system must meet all salient characteristics attached to this solicitation (See Attachment 1 - Salient Characteristics). The offeror must submit sufficient technical literature to unequivocally demonstrate that the proposed product meets or exceeds all salient characteristics. 6.
