1 Section C - Description/Specifications/Statement of Work GENERAL SPECIFICATIONS Stockmore Building Renovation - 2026 1.1 SCOPE OF CONTRACT A. BASE - This project is renovation work at the Forest Service Stockmore Building. Work includes window installations, exterior door installations, door hardware installations on the 2 garage closet doors, demolition work, electrical work, and remodeling work in 2 restrooms. B. OPTION #1 – Option #1 work includes the preparation, priming and painting of interior walls, ceilings, wood trim and doors. C. OPTION #2 – Option #2 work includes the installation of vinyl sheet flooring and rubber wall base in offices, halls and restrooms. Vinyl flooring shall be installed over existing tile flooring. D. OPTION #3 – Option #3 – Work includes providing and installing a water fountain in the garage to replace the original water fountain. E. Contractor shall visit the site to assess the locations and condition of the building and the location of the utilities F. Quantities associated with these options are identified in the Schedule of Items. 1.2 PROJECT LOCATION A. The project is located in the Duchesne Ranger District of the Ashley National Forest, Duchesne County, Utah. It is located at 44304 N Fork Road in the city of Hanna in Utah, 84031. The project may be accessed from State Highway 35 and North Fork Road. 1.3 SITE INFORMATION AND LIMITATIONS A. The following site conditions are considered incidental to the contract, and the contractor will not be paid directly for any of the following items: 1.4 INFORMATION AND LIMITATIONS 1. Water is available at the site for construction purposes. 2. Toilet facilities are available at the site 3. Electricity is available for construction purposes 1.5 WORK CAMPS, STAGING AND STORAGE AREAS B. Areas for staging operations and storage of materials shall be approved by the CO. The Contractor must request in writing for approval from the CO to stage trailers on site. C. No overnight camping will be allowed on site unless approved by District Ranger. -- 1 of 36 -- 2 1.4 INSPECTION OF WORKSITE A. The contractor acknowledges they have taken the necessary steps to ascertain the nature and location of work and have investigated and satisfied themselves as to the general and local conditions that can affect the work or its cost. Any failure of the contractor to take the actions described and acknowledged in this paragraph will not relieve the Contractor from the responsibility of estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expenses to the government. 1.5 START DATE A. Summer/Fall 2026 1.6 CONTRACT TIME A. Base Bid: 91 Calendar Days 1.7 SITE VISIT A. A site visit will be held on July 29, 2026 at 12:00 pm Mountain time at the Stockmore Guard Station. Some sections in the schedule of items refer to other sections not listed and are subsidiary to or are included in payment for other pay items in this contract. This item is intended to compensate the Contractor for operations including, but not limited to, those necessary for the movement of personnel, equipment, supplies, and incidentals to the project site; for payment of premiums for bonds and insurance for the project; and for any other work and operations which must be performed or costs that must be incurred incident to the initiation of meaningful work at the site and for which payment is not otherwise provided for under the contract. 2.2 MEASUREMENT AND PAYMENT A. The measurement shall be lump sum for mobilization. Payment shall be as follows: 1. Bond premiums will be reimbursed after receipt of the evidence of payment. 2. 50% of the lump sum, not to exceed 5% of the original contract amount, will be paid following completion of 5% of the original contract amount not including mobilization and bond premiums. 3. Payment of the remaining portion of the lump sum, up to 10% of the original contract amount, will be paid following completion of 10% of the original contract amount not including mobilization and bond premiums. 4. Any portion of the lump sum in excess of 10% of the original contract amount will be paid after final acceptance. 5. Progress payments for mobilization and preparatory work shall be subject to retainage. This Section includes demolition and removal of the following: 1. Selected portions of a building. 2. Repair procedures for selective demolition operations. 5.2 DEFINITIONS A. Remove: Detach items from existing construction and legally dispose of them off-site, unless indicated to be removed and salvaged or removed and reinstalled. B. Remove and Salvage: Detach items from existing construction and deliver them to Government. C. Remove and Reinstall: Detach items from existing construction, prepare them for reuse, and reinstall them where indicated. D. Existing to Remain: Existing items of construction that are
