The contractor shall provide a firm-fixed-price supply of product meeting all physical, technical, packaging, and documentation requirements described herein. 2.0 Background The United States Department of Agriculture (USDA) requires a consistent and high-quality supply of processed corn cob excipient material to support biological operations related to larval production. Past operations have demonstrated that product consistency, particle size uniformity, and strict quality controls are critical to mission success. This procurement establishes standardized specifications and acceptance criteria to ensure continuity of operations. This procurement has been issued priority rating authority under the Defense Priorities and Allocations System (DPAS) regulation (15 C.F.R. part 700) for contracts and orders supporting the New World Screwworm (NWS) Sterile Fly Production Facility. Contractor Requirements 3.0 Technical Requirements / Tasks The contractor shall provide Readycob 20/40, or equal, processed corn cob flour that meets the following minimum physical and chemical specifications: Material Description: Corn cob flour processed in a hot-air dryer at approximately 250 °C. Particle Size: Predominantly 20–40 US Mesh with approximately 94% distribution in that range. Equilibrium Moisture (29°C / 75% RH): Approximately 13.7%. Density: 250 to 415 kg/m³. Cellulose: Approximately 35.7%. Hemicellulose: Approximately 37.0%. Lignin: Approximately 5.4%. Ash: Approximately 1.6%. pH: Approximately 7.4. Product must be free of foreign material, excessive dust, or contaminants. Nutritional Characteristics (for reference): Crude Protein: Approximately 2.11%. Acid Detergent Fiber: Approximately 43.7%. Neutral Detergent Fiber: Approximately 82.89%. Digestible Energy: Approximately 2004.6 kcal/kg DM. Metabolizable Energy: Approximately 1643.8 kcal/kg DM. Packaging and Palletization Requirements: Product shall be supplied in sealed bags suitable for feed or excipient materials. Each bag shall include manufacturer identification, lot number, and date of manufacture. Palletized shipments shall be shrink wrapped to prevent moisture intrusion. 4.0 Government Furnished No government-furnished equipment, data, or facilities are required for this procurement. 5.0 Deliverables / Schedule Corncob 20/40 grit material meeting all requirements of this SOW. Certificate of Analysis for each lot submitted prior to shipment. Technical Data Sheet and any applicable Safety Data Sheets. Delivery dates will be established during calendar year 2026 via written request from the Government. 6.0 Travel No travel is required for this effort. 7.0 Contractor’s Key Personnel The contractor shall designate a primary point of contact responsible for contract performance, quality coordination, documentation submission, and delivery coordination. 8.0 Security Requirements No security requirements apply to work under this SOW. Contractor personnel must comply with facility safety and chemical handling procedures. 9.0 Data Rights All data, documentation, and reports produced or furnished under this contract shall be provided to the Government with unlimited rights. 10.0 Section 508 – Electronic and Information Technology Standards Section 508 requirements do not apply to this procurement.
