1 ATTACHMENT 3 STATEMENT OF WORK Project: USFS, South Research Station, Athens North Building (NB) HVAC Repairs General Information 1.0 Scope of Work Replacement/Repair of failed HVAC system components in the North Building (NB) at the Southern Research Facility in Athens, GA. Location: USFS, Southern Research Station, 320 East Green St, Athens, GA 30602 2.0 Background The North Building (16-0001-ATH) is a 27,934 square-foot building, constructed in 1968. The building is a two-story concrete and brick structure. The building is primarily used as office space, with some supporting research laboratory and storage space. The building will be occupied during the execution of this work. An inspection of the HVAC system identified multiple system components that require replacement. The majority of these components are actuators and fan motors on room fan coil units (FCU). The remaining items are issues related to air handling units (AHU) and components. Table 1 lists the failed components and their location in the building. No potentially hazardous materials are expected to be encountered during the execution of work under this Scope of Work. Contractor Requirements 3.0 Technical Requirements/Tasks 3.1 North Building HVAC System Component Replacement Contractor Shall: Replace/repair all items listed in Table 1. Contractor shall ensure all items are installed and functioning per manufacturer specifications. Any unforeseen nonfunctioning parts or needed repairs discovered during the execution of this work shall be documented and conveyed to the government. The government may, at its discretion, determine if repairs are in scope and issue a modification for additional work, or forego the unforeseen work entirely. 3.2 Contractor’s Key Personnel: Contractor shall identify a person to be an on-site point of contact to represent contractor, coordinate daily contract services, and a contract for government and contractor personnel working onsite. 3.3 Contractor Work Plan The Contractor shall provide a Work Plan containing a project timeline for various work elements from initial inspection, parts ordering, repair and maintenance, and final inspection. 3.4 Contractor Quality Control Plan, Contractor Inspection -- 1 of 3 -- 2 The Contractor shall provide a Quality Control Plan (QCP) as part of their Technical Proposal. The Plan must demonstrate how the Contractor shall assure that quality of performance meets the objectives and requirements of the contract. The QCP shall specify: - How quality will be monitored to ensure performance standards are met. - How the work will be supervised. - How results of the monitoring will result in quality performance. - Identify the personnel responsible for performing quality control and contractor inspection prior project completion. 3.5 Clean Up/Disposal Contractor shall provide daily removal of work-related debris and trash from the building to an off-site commercial disposal location. The Contractor is encouraged divert as much material as possible from disposal in a solid waste landfill by utilizing salvage businesses for the recyclable content generated from the work. Note: An onsite dumpster is NOT available for use by the Contractor. Contractor shall provide final cleaning to restore project area to original condition or better. 4.0 Government Furnished Parts: The government shall provide only 52 Honeywell Valve Actuators, Part Number X13611033010/U Parking and storage areas: Vicinity of the work area. Coordinate final locations with the Government Technical Monitor (who is also the site point of contact-SPOC). 5.0 Utilities: 120V power supply in the vicinity of the work area. Contractor shall provide any required extension cords. Potable water supply in the vicinity of the work area. Contractor shall provide any required hoses. Access to public restrooms. 6.0 Deliverables/Schedule The Contractor shall begin performance within 14 calendar days and complete it within 180 calendar days after receiving authorization to begin work from the Contracting Officer. Complete project no later than March 19, 2027 Warranty: Contractor shall provide a minimum of 1 year warranty on work performed (parts and labor). 7.0 Travel Travel costs associated with the work shall be included in the overall fixed price provided in response to this SOW. 8.0 Contractor’s Key Personnel The contractor shall have a superintendent on site at all times while work is being performed. The Contractor’s employees performing services as described herein shall be controlled, directed, and supervised, at all times, by the Contractor. Contractor management will ensure that the employees properly comply with the performance work standards outlined in this Statement of Work. The work set forth may not be interpreted or implemented -- 2 of 3 -- 3 in any manner that results in the Contractor creating or modifying Federal Policy. The Government will control access to the facilities and will perform the inspection and acceptance of the completed work. The term Contractor as applied herein includes Subcontractors and Trades People. 9.0 Security Requirements The Athens North Building is secured at all times. Access to the work site during normal business hours (0730- 1700 M-F, excluding Federal Holidays) Contractor’s employees and subcontractors are required to check in with the GTM/site point of contact every day prior to beginning work. Daily, the GTM will identify requirements for sign in and provide access to locked work areas when needed. 9.0 Data Rights: N/A 10.0 Section 508 – Electronic and Information Technology Standards: N/A 11.0 Safety: All work undertaken under this Statement of Work shall be performed in compliance with all applicable OSHA Regulations for protection of the workers and public. 13.0 Applicable Licenses, Codes, and References: All work shall be in compliance with the following applicable codes, but not limited to: • International Building Code • International Existing Buildin…
