Description

****DRAFT ******PERFORMANCE WORK STATEMENT- ******DRAFT USMC 2026 ARMY–NAVY WEEK HOTEL ACCOMODATIONS NEW YORK CITY, NEW YORK 1.0 INTRODUCTION The United States Marine Corps (USMC), through the Communication Directorate (CD), will support 2026 Army–Navy Week in New York City, New York, from 7–13 December 2026, in conjunction with the 2026 Army–Navy Football Game. Army–Navy Week provides an opportunity for the Department of War (DoW) to engage with the American public, strengthen relationships with national and local stakeholders, and support communication, outreach, engagement, and ceremonial activities associated with the Army–Navy Game. The U.S. Marine Corps will provide personnel and communication support in coordination with the Department of the Navy, U.S. Navy, U.S. Army, and other participating DoW organizations. Due to the number of Marines supporting the event and the extended operational requirements associated with Army–Navy Week, lodging accommodations and reliable Internet connectivity are required to support personnel accountability, mission execution, coordination, communication, and other mission-support activities. The requirement is intended to provide hotel accommodations, reliable Internet connectivity, security, and associated hotel services necessary for Marine Corps personnel to effectively execute assigned missions throughout the event. The requirement is SECNAV- and CMC-driven and supports Department of War (DoW) coordination, public engagement, communication, outreach, ceremonial activities, and operational requirements associated with Army–Navy Week. The selected lodging location shall support Marine Corps personnel operating throughout the New York City and New Jersey areas and shall provide reasonable accessibility to both Army–Navy Week activities in New York City and the 2026 Army–Navy Football Game at MetLife Stadium in East Rutherford, New Jersey. 2.0 SCOPE The contractor shall provide hotel accommodations and associated lodging services in support of approximately 180 U.S. Marines and Civillians participating in support of the Army–Navy Week activities in New York City, New York, from 7–13 December 2026. The proposed lodging facility shall be conveniently located to support the Government's Army–Navy Week mission and associated activities in New York City. The hotel shall also provide efficient access to MetLife Stadium in East Rutherford, New Jersey, the location of the 2026 Army–Navy Football Game. Because Marine Corps personnel will be required to support activities in both New York City and New Jersey, the proposed hotel should provide convenient access to major transportation routes, tunnels, bridges, and highways connecting Manhattan and New Jersey. The preferred location should provide an anticipated travel time of approximately 15–30 minutes to MetLife Stadium under normal traffic conditions, recognizing that actual travel times may vary due to traffic congestion, weather, road conditions, security requirements, event-related traffic, and other circumstances beyond the contractor's control. The contractor shall provide a secure, professional, and suitable lodging environment that supports the operational requirements of Marine Corps’ personnel throughout the period of performance. 3.0 TASKS 3.1 Hotel Accommodations The contractor shall provide hotel accommodations for approximately 180 Marines and Civillians for the period of 7–13 December 2026.
