1.0 Scope and Objective
The purpose of this Statement of Work is to define the minimum physical, functional, and performance requirements for the procurement of three (3) Commercial-Off-The-Shelf (COTS) Street-Legal All-Terrain Utility Vehicles (UTVs). The vehicles will be utilized to support utility, transport, and logistics operations across varied terrain, including public roadways where street-legal compliance is required.
2.0 General Requirements
The contractor shall provide new, current-year model COTS utility vehicles. The vehicles must be standard production models, and all parts and configurations must be factory-installed or authorized original equipment manufacturer (OEM) accessories. Custom fabrication that voids the manufacturer's warranty is not acceptable.
3.0 Technical Specifications

4.0 Street-Legal & Safety Compliance
To satisfy street-legal operations, the vehicle must be equipped with a factory-installed or OEM-approved street-legal/homologation package. The contractor shall ensure the vehicle includes:
Lighting: Dual high/low beam headlamps, tail lamps, brake lights, front and rear turn signals, and hazard flashers.
Mirrors: Dual exterior side-view mirrors and an interior rearview mirror.
Windshield: Impact-resistant, DOT-approved safety glass or hard-coated polycarbonate windshield equipped with at least one windshield wiper.
Doors: Full size door with window.
Safety Structures: Certified Roll-Over Protective Structure (ROPS).
Restraints: Three-point seat belts for all seating positions.
Audible Alerts: DOT-compliant horn and a reverse backup alarm.
Registration Prep: Illuminated rear license plate bracket/mount.
5.0 Paved Road and Concrete Surface
Must be optimized for main paved roads and concrete pads.
6.0 Delivery and Warranty
Delivery: Vehicles shall be delivered F.O.B. Destination to Tyndall Air Force Base, Florida. Vehicles must be fully assembled, serviced, fueled (if applicable), and ready for immediate operation upon delivery.
Warranty: The contractor shall provide the standard OEM commercial warranty. At a minimum, this must include a 1-year limited warranty on the powertrain and chassis.
Manuals: Two (2) sets of operator and maintenance manuals (physical or digital) must be provided per vehicle.
