STATEMENT OF WORK
Project Title:
The National Institutes of Health (NIH) National Library of Medicine (NLM)
Democracy I and II Furniture Removal
BACKGROUND
The National Library of Medicine (NLM) is vacating approximately 30,000 square feet of leased
office space located in six suites within Democracy I and Democracy II. In accordance with lease
termination requirements, all offices and workstations must be cleared and returned to the lessor
by June 30, 2026.
NLM requires contractor support to disassemble, remove, transport, recycle, surplus, or
otherwise repurpose furniture and related office furnishings from the leased facilities. Due to the
required turnover schedule, work must begin no later than June 22, 2026 and be substantially
completed by June 30, 2026, with final closeout activities completed by July 2, 2026.
OBJECTIVE
Provide all labor, supervision, equipment, transportation, materials, and management necessary
to:
• Disassemble office furniture and workstations.
• Remove furniture and related items from six suites located at Democracy I and
Democracy II.
• Transport eligible items to the NIH Surplus Facility.
• Recycle or repurpose materials in accordance with applicable environmental and
sustainability practices.
• Coordinate all work activities with JBG Properties and the NIH Surplus Facility.
• Complete all work within the required project schedule.
SCOPE OF WORK
The contractor shall:
1. Furniture Removal
• Disassemble and remove approximately 182 offices/workstations.
• Remove all associated furniture and furnishings, including:
o Workstations/cubicles
o Office furniture
o Conference room furniture
o Seating
o Storage units
o Electric high-density filing systems
o Related furniture components and accessories
2. Transportation and Logistics
• Provide all vehicles, equipment, and personnel necessary for transportation.
• Transport an estimated 75–80 truckloads of furniture and materials.

• Support an estimated movement schedule of approximately 3–4 truckloads per day for 20
working days.
• Deliver designated items to the NIH Surplus Facility located at 800 Gude Drive,
Rockville, Maryland.
3. Recycling and Repurposing
• Segregate materials as appropriate.
• Ensure metal, plastic, and other recyclable materials are recycled whenever feasible.
• Repurpose or surplus reusable furniture in accordance with NIH requirements.
• Dispose of non-recyclable materials in accordance with applicable federal, state, and
local regulations.
4. Coordination
The contractor shall coordinate activities with:
• JBG Properties management staff.
• NIH Surplus Facility personnel.
• NLM project representatives.
The contractor shall comply with all building access requirements and loading procedures.

GOVERNMENT RESPONSIBILITIES
