GENERAL INTENTION A. This Statement of Work (SOW) includes the furnishing of all labor, materials, equipment, supervision, administrative support, and any necessary professional engineering services required for the construction effort described therein. B. Location of Work: The geographic location for services are the following areas: Richard A. Pittman VA Clinic– 6505 S. Manthey Road, French Camp, CA. C. Contractor shall completely prepare site for building operations, including demolition and removal of existing systems and structures, and furnish labor and materials and perform work for the construction of a modular imaging center building; one story structure. This shall include, but not limited to, completely preparing site for building operations, all demolition activities and/or removal of existing structures required to perform the work, foundations, superstructure, mechanical, electrical, plumbing, special systems, landscaping and other site improvements as required by the drawings and specifications. All construction is to be performed in one phase primarily during normal working hours. Limited off-hours premium time is included for noise abatement and utility shutdowns only. Any item(s) to be salvaged by the owner are to be removed by the owner from the site before construction begins. Contractor to provide dumpsters for disposal of construction debris and materials. The construction contractor will be required to submit construction waste debris reports to include weight of construction waste, weight of any recycled materials and the cost for removing construction waste. The construction contractor shall comply with VA Medical Center guidance to ensure Class IV infection controls during the construction. Infection control procedures are shown on the general sheets, appended to this specification and in 01 35 26 SAFETY REQUIREMENTS. D. Visits to the site by bidders may be made only by appointment with the Medical Center Contracting Officer Representative. E. Offices of Alares Design Group, as Architect Engineers will render certain technical services during construction. Such services shall be considered as advisory to the Government and shall not be construed as expressing or implying a contractual act of the Government without affirmations by Contracting Officer or his duly authorized representative. F. All testing shall be by certified testing laboratories subcontracted by the Contractor. The Government shall not be required to contract testing for any trade. G. All employees of general contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access. -- 2 of 13 -- DRAFT H. Contractor to employ a third-party controls engineer to ensure successful integration and commissioning of all mechanical, electrical, plumbing, communications, and physical security systems. I. Comprehensive 3rd party inspections, testing and written reports for all Divisions (paid by the General Contractor). Contractor shall employ third party inspection consultants to perform all inspections required by this contract. The VA has no inspection capability. Any reference to VA inspections shall be by a third-party inspector qualified to perform the work. Credentials shall be supplied to the VA/AE as required by this contract. All inspections, testing, certifications, and permits are to be paid for by the General Contractor. The VA will not pay for or perform any required inspections. VA inspections are for VA use only, when performed, and do not reduce the inspection burden on the Contractor. Third party inspection services must be submitted for acceptance by the VA after award. Submission to include resumes of inspectors, with alternates, projected days on site, qualifications of inspectors showing similar projects, related portfolio, and description of communication protocol with Owner. J. Contractor to utilize Procore (or equal web-based application) dedicated for this project for the duration of the contract. Contractor will provide VA access to the site. Contractor will keep this site current and will use it for all submittals, RFIs, exchanging documents, record drawings, electronic file management, meeting minutes, budgets, schedules, photos, and other communication logs for the duration of the contract. K. Prior to commencing work, general contractor shall provide proof that an OSHA designated -- 3 of 13 -- DRAFT “competent person” (CP) (29 CFR 1926.20(b)(2) will maintain a presence at the work site whenever the general or subcontractors are present. CP will have authority letter. L. Pricing Proposal transparency requirements: this project requires pricing proposals to include breakdown pricing for the General Contractor and all subcontractors. All price proposals, including subcontractor pricing must include a breakdown of pricing per the format included with this specification.
