General Description Provide Construction Services for Project 695-22-123 Upgrade North Campus Medium Voltage Feeders II. General Project Scope 1. Contractor shall furnish all labor, materials, equipment, qualified supervision, and all items designated in this contract in accordance with the specifications and drawings to complete Project 695-22-123 Upgrade North Campus Medium Voltage Feeders. 2. The general scope of the project involves: i. Converting the Clement J. Zablocki VA North Campus Electrical Distribution System from a Radial System to a Composite Primary Loop Radial System. ii. Addition and replacement of select pad-mounted electrical distribution equipment and associated components. iii. Addition and replacement of select underground medium voltage feeders and associated electrical fittings. iv. Trenching and installation of new duct banks. v. Integration of kirk-key interlock system. vi. Addition and replacement of current transducer fault indicators. vii. Detailed project phasing, sequencing, and outage planning to mitigate impacts to buildings, medical center operations, and vehicle traffic/accessibility. viii. Thorough utility survey services to develop and deliver a comprehensive utility survey report, recording precise geographic location and depth information (where attainable) of the North Campus Electrical Distribution System. This utility survey report shall be delivered along with the as-builts. 3. The VA anticipates a minimum of 60 calendar days for processing long lead time equipment and material submittals. See Section III Phase 0 below. 4. All work following the Notice to Proceed shall be completed within 410 calendar days. -- 2 of 4 -- Page 3 of 4 III. Project Duration/Phases 1. Phase 0: Preliminary Work Phase i. Provide submittals for long lead time equipment and materials. Promptly order long lead time equipment and materials once the submittals have been approved by the VA. Once long lead time equipment and materials have been ordered, the project shall be placed onto suspension in order to preserve contract days. The suspension duration shall be subject to the lead times and critical path planning. The VA anticipates a minimum of 60 calendar days for the completion of Phase 0, including the submission of the long lead time submittals, and the review and approval of the submittals. Once suspension is lifted, the project shall be constructed within a single year. The construction of the project shall not overlap into multiple years, specifically the construction phase. Provide contingencies for maintaining communication with the VA during the suspension. 2. Notice To Proceed/Pre-construction Meeting i. Once long lead time equipment and materials are anticipated to arrive and a construction mobilization date can be established, the contract suspension shall be lifted, and the VA will issue a Notice To Proceed (NTP) and schedule a Pre- construction Meeting with the Contractor. 3. Phase 1: Pre-Construction Period (A) i. Duration is 30 calendar days and shall not exceed NTP + 30 calendar days. Within this period the contract shall submit the following and schedule a review meeting with the COR and VA Safety (as applicable per the specification requirements): a. Construction Schedule (Initial) – 01 32 16.15 b. Accident Prevention Plan – 01 35 26 4. Phase 2: Pre-Construction Period (B) i. Duration is 30 calendar days and shall not exceed NTP + 60 calendar days. Within this period the contractor shall submit the following Pre-Construction Submittals (as applicable per the specification requirements): a. Construction Site Security Plan – 01 00 00 b. Construction Phasing Plan(s) – 01 00 00 c. Existing Conditions Survey – 01 00 00 d. Obtain PIV Badges – 01 01 10-SN e. Contractor’s Impact Statement – 01 01 10-SN f. Fire Safety Plan – 01 35 26 n. Construction Waste Management Plan – 01 74 19 5. Phase 3: Pre-Construction VA Review Period/Construction Kickoff Meeting i. Duration is 30 calendar days and shall not exceed NTP + 90 calendar days. Within this period the VA shall complete review of all Contractor Pre-Construction Submittals. Once all Pre-Construction Submittals have been approved and the Contractor is ready to mobilize, the VA will schedule a Construction Kickoff Meeting with the Contractor. 6. Phase 4: Construction Period i. Duration is anticipated to be 245 calendar days and shall be completed no later than NTP + 335 calendar days. All applicable documentation in Phases 1, 2, 3, and any other submittals required to mobilize must be approved by the COR prior to commencement of work by the Contractor. No demolition or construction shall be started without COR review and approval of those items listed in the Pre- Construction Period unless authorized in writing by the COR or the CO. 7. Phase 5: Post-Substantial Completion Period i. Duration is anticipated to be 75 calendar days and shall be completed no later than NTP + 410 calendar days. The Contractor shall provide all required materials within 45 days of reaching Post Substantial Completion (NTP + 380 calendar days). The Contractor shall provide the following: a.
