Description of Services
Purpose: The 316 CONS is acquiring training services for pilots and aircrew at the 89th AW and 1st AS. The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and services necessary to perform the training services as practiced in this Performance Work Statement (PWS). Performance shall be in accordance with all applicable laws, standards, instructions, executive orders, commercial practices, and requirements contained in this Performance Work Statement (PWS).
Pilot Training Services
General: The contractor shall design, develop, and deliver a complete suite of digital training products to support initial qualification indoctrination for newly assigned 1 AS military pilots. All work will be performed remotely unless otherwise directed. If contractor facility is used, all needed equipment should be readily available such as procedure trainers, Flight Training Devices, Full Flight Simulators, inflight training, training development filming equipment, ditching and all applicable Boeing door trainers. Deliverables include professionally produced instructor-led video lessons, interactive computer-based training (CBT) modules, assessments (knowledge checks and graded exams), and downloadable job-aids that teach the use of commercial publications and electronic flight bag (EFB) systems, Boeing-specific publications, checklist flows, approach procedures, and related operator guidance required to safely transport national leaders. Performance shall comply with all applicable federal laws, Air Force instructions, and technical standards specified in this PWS.
Process workflow to meet the following:
Collaborate with SMEs & Curriculum Designers: Develop detailed storyboards and question banks aligned with client objectives.
Brand Integration: Work with the client’s marketing team to secure brand guidelines. Apply logos, colors, typography, voice, and branding for a consistent experience.

Required Training Topics: The contractor shall produce, deliver, and maintain training content that corresponds to the Indoc Lesson Plans below. Each lesson delivered as: a high-quality video (or series), an interactive CBT version, or a combination of the two. All modules must be SCORM-conformant, mobile-optimized (iPad), and compatible with CrewPad App or Box.com folder sync, created in conjunction to the workflow presented in section 2.2.
Lesson 1 — Introduction to EFB
Content to cover: EFB regulations & responsibilities; updating and verifying publications; EFB login/navigation; Box.com sync; GoodReader folder sync; ForeFlight usage to include dispatch paperwork; OPT app basics; Jeppesen Pro navigation; CrewPad Player login/course access (if used for Indoc Training)
Lesson 2 — Introduction to Boeing Publications
Content: manual types and navigation: Index, FOM, FOM Supplement, FCOM, QRH, QRC/laminated checklists, MEL, AFM, FPPM.
Lesson 3 — FCOM
Content: C-32 and C-40 FCOM structure and navigation; Limitations; Normal Procedures; Supplementary Procedures; Inflight Performance; Volume 2 overview.
Lesson 4 — FOM & FOM Supplement
Content: C-32 & C-40 FOM chapters 1–8; FOM Supplement; mission checklists & briefing guides; SOPs; emergency & evacuation; taxi/pattern procedures; tail strike awareness.
Lesson 5 — Laminated Checklists
Content: C-32 & C-40 QRC to QRH transition; briefing cards (Cat 2/3, RNAV, RNAV RNP); approach review card; yoke checklist use.
Lesson 6 — Checklist Flows
Content: flows and sequence of events for C-32 & C-40: electrical power-up, DV arrival, before/after start, before takeoff, takeoff, climb, descent/approach, after landing, shutdown, termination.
Lesson 7 — Approach Procedures
Content: takeoff, ILS, visual, circling, VNAV, V/S approaches; takeoff engine failure after V1; one-engine-inop approaches; CAT II/III approaches.
Lesson 8 – Crew Resource Management (CRM)
Content: Incorporating direct Flight Attendant (FA) involvement and Passengers into the CRM and Threat and Error Management (TEM) Discussion. How to involve those crew positions, while also working with DV Contact and DV Party.
Lesson 9 – Mission Planning
Content: Discussion of procedures and use of mission planning requirements such as Jeppeson Dispatch Flight Packages, Airfield Review Worksheets and 1 AS FP Mission Planning Checklist, Boeing’s Onboard Performance Tool (OPT), Foreign Clearance Guide (FCG) discussions, and Jeppeson Terminal Products (using both ForeFlight and Jeppeson Pro).
Contractor Requirements:
Special Qualifications. Contractor should have demonstrated best practice experience in design, develop and delivery in Crew CRM and Human Factors. Contractor shall have experience in similar missions flown by the 89th Airlift Wing missions. Contractor shal…
