1. General Information
This is a combined synopsis/solicitation for commercial products or commercial services
prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers
are being requested and a separate written solicitation will not be issued.
2. Acquisition Strategy
This solicitation is issued as a Request For Proposal (RFP) resulting in a single Firm-Fixed-Price
(FFP) contract.
This acquisition is being conducted as a 100% Service-Disabled Veteran Owned Small Business.
The North American Industry Classification System (NAICS) code is 611512. The Small
Business Size Standard is $34.0M.
3. Description of Requirement
The Government requires support providing tactical control, threat emulation, post-mission data
validation, and intelligence integration services essential for the successful execution of Large
Force Exercises (LFE) Red Flag-Alaska (RF-AK) run by U.S. Air Force (USAF) 353rd Combat
Training Squadron (CTS) within the Joint Pacific Alaska Range Complex (JPARC) as defined in
Attachment 2: Performance Work Statement (PWS).
4. Place of Delivery/Performance
Services shall be provided from August 12, 2026, through August 28, 2026.

1. Proposal Preparation Instructions
a. To ensure timely and equitable evaluation of offers, offerors must follow the instructions
contained herein. Offerors are required to meet all solicitation requirements. Failure to meet a
requirement may result in an offer being ineligible for award. Offers shall not contain classified
information.
b. By submission of its offer, the offeror agrees to hold the prices firm for 90 calendar days from
the closing date.
c. Alternate offers will not be accepted.
d. Offers shall be submitted in digital format. Date of submission will be determined by the date
and time of digital format receipt to the government point of contact.
e. A complete offer consists of three separate volumes:
Volume I - Technical
Volume II - Past Performance
Volume III - Price
2. Proposal Content.
Volume I - Technical (15-page limit):
a. The offeror shall submit a technical volume that addresses the following factors. The
narrative shall demonstrate a clear understanding of and a sound approach to
accomplishing the requirements specified in the Performance Work Statement (PWS).

Factor 1: Key Personnel Qualifications: (2-page limit per resume): The offeror shall submit
verifiable documentation (e.g., resumes, certifications, training records) for all highly specialized
personnel proposed to execute the PWS requirements. Documentation must detail relevant
experience, qualifications, and certifications specifically for the roles of SAM-1 and MiG-1
Subject Matter Experts (SMEs), Air-to-Surface Range Training Officers, High-Speed Anti-
Radiation Missile (HARM) Assessors, White Force Exercise Support SMEs (Airboss, Mission
Planning, Tactical Mentorship), and Intelligence/Adversary SMEs.
Factor 2: Technical Approach & Methodology: Provide a comprehensive plan that demonstrates
a clear understanding of the requirements by addressing the following three subfactors:
Subfactor 2.1: Tactical Control, Threat Emulation, & Debrief Readiness: The offeror must
detail procedures for managing a minimum of two (2) distinct exercise vulnerability periods
(vuls) per day. The narrative must explain the methodology for organizing Ground Based Air
Defense (GBAD) and simulated Integrated Air Defense System (sIADS) integration.
Furthermore, the offeror must clearly outline their approach to executing the post-vul shot
validation process and ensuring the Mission Commander is ready to begin the debrief no later
than 2 hours and 15 minutes (2+15) after mission termination.
Subfactor 2.2: Operational and Intelligence Integration:
The offeror must provide a clear approach detailing how their SMEs will integrate into the
Combat Training Squadron (CTS) Intelligence shop. This section must outline the procedures for
providing continuous advisory support, assisting with weaponeering, developing scenarios, and
ensuring accurate red air replication during mission planning and execution.
Subfactor 2.3: Contractor Provided Software Capability & Implementation:
The offeror must provide technical documentation or a detailed narrative proving the proposed
software solution meets all standards outlined in PWS 3.4. Offerors must explicitly demonstrate
how the software will validate Air-to-Surface weapons (GBU-31, GBU-38, etc.) with 99%
accuracy within four feet of error for up to 400 targets. The submission must also verify the
software accepts required coordinate formats (Degrees Minutes Decimal Minutes and MGRS 10-
digit) and detail the quality control approach to maintain reliability limits (fewer than 2 critical
issues per exercise).
