Statement of Work For TH-57 (BELL 206) TRAINING Background: The purpose of this statement of work (SOW) is to define the requirements for up to 6 helicopter pilots and other selected pilot staff within the NASA Astronaut Office (CB) and Aircraft Operations Division (AOD) to attend Bell 206B training focusing on autorotation, recurrency training, and consultation on technical changes to NASA helicopter publications. This focus will allow NASA to prepare the Astronaut Corps for lunar surface operations. Scope of Work: The Contractor shall perform the work necessary to support Bell 206B training and meet all requirements. The Contractor shall provide the necessary qualified personnel, materials, equipment, documentation, and facilities to perform the work. Period of Performance: 1 July 2026 – 31 December 2026 Requirements: The Contractor shall: 1. Provide the training services within a 350-mile radius of the Johnson Space Center. 2. Provide initial and/or recurrent pilot training on the Bell 206B conducted by a Bell Certified Training Facility (CTF). 3. Have a Bell 206B and available instructors capable of providing on-demand training per NASA crew schedule availability on short notice. 4. All aircraft must be configured to meet FAA requirements and fitted for dual control. 5. Have aircraft safety equipment certifications that are current and are subject to inspection by government personnel. 6. Submit to a NASA Commercial Air Services Inspection per applicable sections of NASA STF 7919.1 and conform to suggested changes found after the inspection. 7. Have access to dedicated practice area to maximize safety during flying training for the astronauts. 8. Pilots shall meet the minimum requirements found in NASA STD 7919.1, table 7.3.1 and section 7.4.1. 9. Have instructors available with former helicopter maintenance test pilot/flight functional check and similar experience on the Bell 206 variants. 10. Be an Original Equipment Manufacturer (OEM) authorized organization that can provide technical and engineering consultation to NASA to inform pilot’s revisions/amendments to internal -- 1 of 2 -- documentation as NASA operates the TH-57(B) as public use aircraft responsible for airworthiness. 11. Provide a focused autorotation course to minimize the risk of operating a single engine helicopter. The autorotation (safe recovery to ground with engine at idle, simulating an engine failure) Concepts of energy management are also skills that are seen in other areas of the HLS training schemes. 12. Provide an in-depth review of aircraft operations and maintenance procedures. This is to include hands on training aids for power plant, rotor systems, avionics, electrical system, and airframe. 13. Provide FAA rated Flight Simulation Training Devices (FSTD) that can be utilized for emergency simulations, procedural practice, emergency procedures, and procedure development. 14. Provide a training report including hours flown shall be provided by the Contractor upon completion of the training program. Points of Contact: a.
