CUI CUI Performance Work Statement (PWS) For 26-3 Red Flag-Alaska Tactical and Operational Support Version 5 - 30 April 2026 -- 1 of 15 -- CUI CUI 26-3 Red Flag-Alaska Tactical and Operational Support 1.0 Scope This Performance Work Statement (PWS) defines the requirements for specialized contractor support providing tactical control, threat emulation, post-mission data validation, and intelligence integration services essential for the successful execution of Large Force Exercises (LFE) Red Flag-Alaska (RF-AK) run by U.S. Air Force (USAF) 353rd Combat Training Squadron (CTS) within the Joint Pacific Alaska Range Complex (JPARC). The Contractor shall provide a highly qualified team of subject matter experts (SMEs). All personnel shall possess verifiable experience equivalent to that of a USAF Instructor or Weapons Officer, or comparable documented experience from other joint, large-force employment exercises. The core competencies required are: Tactical Control and Threat Emulation; Mission Data Integrity and Debrief Readiness; and Operational and Intelligence Integration. The integration of these expert services is critical to enhancing the fidelity of air-to-surface training for all participants, maximizing pilot proficiency and tactical knowledge transfer in a highly contested environment. 1.1 Primary Objective: The primary objective of this contract is for the contractor to provide solutions focused on the Red Flag-Alaska 26-3 exercise. The contractor shall provide expert personnel to meet the core competencies and software (provided by the contractor) capable of validating air-to-surface munitions while integrating into JPARC infrastructure, as specified in section 3.4 of this PWS. These elements will be used to plan, execute, and manage tactical control, threat emulation, mission data, debrief, and intelligence integration to reduce the administrative and operational burden on Red Flag-Alaska personnel. 2.0 Definitions 2.1 Tactical Control, Threat Emulation: The requirement of providing continuous, high- fidelity threat and airspace management within the exercise control structure. Positions that relate to this task are SAM-1, Air-to-Surface RTO, HARM Assessor, and White Force Exercise Support. 2.2 Mission Data Integrity and Debrief Readiness: The requirement of ensuring that the Mission Commander is fully prepared and enabled to begin the mission debrief on schedule with accurate, validated truth data. SAM-1, Air-to-Surface RTOs, and HARM Assessors will pass all requested information from each vulnerability period (vul) to the Mission Commander to help with debrief preparation. 2.3 Operational and Intelligence Integration: The requirement of providing SMEs with the ability to provide specialized advisory support to exercise planning and intelligence cells that coordinate with White Force, assist 353 CTS intelligence, and support red air. -- 2 of 15 -- CUI CUI 2.4 Red Flag-Alaska: PACAF's premiere daytime joint Large Force Employment (LFE) exercise and AEF spin-up event emphasizing large force employment tactics using air, maritime, ground, and special operations forces. Red Flag- Alaska is designed to provide the finest training possible, ensuring participating pilots and aircrew receive maximum sorties in a realistic simulated combat environment. 3.0 Description of Services 3.1 Tactical Control and Threat Emulation 3.1.1 Objective: The contractor shall provide personnel with the experience and expertise required to provide continuous, high-fidelity threat and airspace management expertise within the exercise control structure. 3.1.2 Performance Standard: 3.1.2.1 Execute 100% of scheduled exercise flight operations. The Contractor shall facilitate the execution of a minimum of two (2) distinct exercise vulnerability periods (vuls) per day and their associated planning periods to maximize complex scenario exposure for Blue Forces, except when canceled or delayed for reasons beyond the contractor's reasonable control, including but not limited to severe weather, government-directed stand-downs, or failure of Government- Furnished Equipment (GFE). 3.1.2.2 In accordance with the above exercise flight operations, the following positions are required for each vul: 3.1.2.2.1 The contractor shall provide qualified Subject Matter Experts (SMEs) to fill the SAM-1 role. These personnel shall organize, plan, and execute adversary Ground Based Air Defense (GBAD) scheme of maneuver and simulated Integrated Air Defense System (sIADS) integration in accordance with adversary tactics, techniques, and procedures (TTPs), participant desired learning objectives, the 3-1 Shot Kill, ALSA Brevity, and the attached Special Instructions (SPINS). All necessary, exercise-specific directives and classified procedures derived from these documents will be provided to the Contractor no later than one month prior to exercise execution. 3.1.2.2.2 The Contractor shall provide qualified Air-to-Surface Range Training Officers to assess simulated Air-to-Surface weapons employment and provide real-time assessment of simulated bomb hit assessment and bomb damage assessment in accordance with the 3-1 Shot Kill, ALSA Brevity, and the attached SPINS. All necessary, exercise-specific directives and classified procedures derived from these documents will be provided to the Contractor no later than one month prior to exercise execution. 3.1.2.2.3 The Contractor shall provide qualified High-Speed Anti-Radiation Missile (HARM) assessors to provide real-time assessment of simulated HARM shot achievement of desired weapons effects in accordance with the 3-1 Shot Kill, ALSA Brevity, and the attached SPINS. -- 3 of 15 -- CUI CUI All necessary, exercise-specific directives and classified procedures derived from these documents will be provided to the Contractor no later than one month prior to exercise execution. 3.1.2.3 The contractor shall provide a dedicated team of qualified SMEs to supplement White Force Exercise Support
