Statement of Objectives (SOO) for Elevated Tactics System (ETS) BPA -
1. Background
The Federal Bureau of Investigation (FBI) is tasked to protect and defend against threats that
require the movement of tactical operators and equipment to a variety of tactical targets. These
targets may be in austere environments requiring specializing equipment. This equipment is
integral to the FBI’s law enforcement and national security missions, and to maintain the
operational readiness. To meet this need, the FBI intends to award a Blanket Purchase
Agreement (BPA) to a vendor able to supply Elevated Tactics Systems (ETS) over a five (5) year
period of performance.
2. Objective
The primary objective of this BPA is to secure a reliable vendor able to supply Elevated Tactics
Systems (ETS) systems to maximize tactical advantage and operator safety during multi-level
structural interventions by eliminating tactical bottlenecks of traditional ladders. These non-
negotiable capabilities are required to successfully execute high-threat, multi-level structural
interventions.
3. Scope of Work
Failure to meet any of these performance parameters may result in mission failure or
unacceptable risks to personnel.
The BPA will cover the following three (3) core outcomes:
• Delivery of a dominant assault force: Simultaneous entry and instant stack positioning.
• Radical Reduction in Time-On-Target: Compressed timeline and mechanical speed.
• Maximum Operator Survivability: Mobile cover and reduced physical fatigue.
4. Performance Requirements for a One Single Ramp (OSR) and Rear Deployment Deck
(RDD). These are the minimum requirements:
• ETS host vehicle
o Brand name or equal to a 2025 or newer model Ford 550 XL
Black, Regular Cab, 7.3L V8 Gas engine with Equipment Stowage Saddle
Box
6.7L V8 Turbo Diesel Upgrade
4x4 Wheel Drive
o Side Deployment Rail (SDR)
o Side Assault System (SAS) – (Includes two (2) sets of SAS Stringers, Trays &
Running Boards
o Wireless Remote Controller (WRC)

o In-Cab Control Pendant Connector
o NIJ 3 Armored Windshield
o Roll-Up Storage Door Equipment Boxes
• Mobile Adjustable Ramp System (MARS)
o Dual Extendable Hydraulic Ramp
Permits simultaneous, multi-story entry.
Internally stowed extension to allow for maximum reach and vehicle
front-end clearance.
Capable of reaching max height with full extension in less than 10
seconds.
o Heavy Duty Construction
Aircraft grade aluminum, high strength steel and stainless-steel fasteners
Anodized aluminum components (mild steel components – powder coated
for corrosion and weathered resistance)
Truss framing spans the vehicle (supports all components of the system)
Ramp surface constructed of slip resistant traction grating exceeding US
Federal Spec RRG-16021A requirements.
o Safety Railing System
Stainless steel with sand blasted texture finish for enhanced grip
Folds down or can be quickly removed to reduce overall system height for
transport and low clearance needs.
o Accessory Mount Yokes
Anodized solid aluminum brackets for optional equipment to be mounted
to front of internally stowed extension ramps.
o Rear Access Ladders
Two (2) mounted to the rear to allow access to deck surface from the
ground.
o System Removal Jacks
Four (4) removal jacks
Removed from or installed onto hoist vehicle in approximately five (5)
minutes.
o Multi-Angle Extension Ramp (MER)
Provide additional 48” (1.2m) of linear deck surface to the end of each
extension ramp.
MAR Rear Deployment Deck (RDD)
o Rear Articulating Stairway
Transforms rear staging area into a high-speed access route for evacuation
and assault purpose to and from the main ramp surface.
o Saddle Box
Large equipment storage enclosure to house Side Assault System (SAS).
o Crew Area Seating and Storage

Two (2) benches seating capacity up to eight (8) additional person to ride
beneath the rear deck.
Underneath four (4) lockable enclosures for extra storage of gear and
equipment.
o Rear Tactical Step
Two-tier staircase for easier access into Crew Seating Area, Rear
Articulating Stairway and Rear Access Ladders
Steps constructed from traction grating material exceeding US Federal
Spec RRG-1602A requirements
5. Contracting and Performance Period
The BPA will have a 5-year ordering period, with prices subject to escalation if required at the
beginning of each ordering period. This structure allows the FBI to ensure continuous support
while accounting for potential changes in pricing over the contract period.
7. Estimated Total Value
The total estimated value for the BPA is approximately $2.5 million over the 5-year ordering
period.
