RFIs - Electrical Project 1. Site Visit: Please let us know the available dates and times for a site visit. We would like to have our electrical subcontractor attend with us. Site visit will be held 10am 26 August. 2. Building 316 – WO# 202600581: Section 5.1.2 includes one entry stating the location is pending, while another entry under the same work order identifies Rooms 105, 110, 130A, and 120. Are these the same requirement, or are these separate repairs? Item 8 can be deleted; item 15 is the work requested 3. Building 402 – Classified Area – WO# 202600810: The PWS states that new lighting is to be installed. Can you provide the anticipated number and type of fixtures, or will this be determined during the site visit? 1 LED Fixture 4. Lighting Fixtures: For locations stating "repair/replace" an inoperable fixture, should the contractor assume complete fixture replacement if repair is not practical? Are there Government-required fixture types, manufacturers, specifications, or LED standards that must be used? Replacements must comply with Buy American Act/TAA Compliance, TLEDs with minimum eƯicacy of 100 lm/W (bare lamp), ENERGY STAR certified or FEMP-designated and comply with ASHRAE/IES Standard 90.1 5. Building 326 – Main OƯice and Tool Crib – WO# 202600311: The PWS references "several" inoperable light fixtures. Can you provide the approximate quantity, or will this be determined during the site visit? 12 LED Fixtures 6. Building 304 – 220V Outlet – WO# 202600137: Can you provide the required amperage, receptacle configuration/type, equipment load requirements, and approximate location of the electrical panel serving the new outlet? Evaluating panel capacity is part of this requirement 7. Building 318 – 440V Service – WO# 202600444: Is any additional information available regarding the existing problem with the 440V service, such as known symptoms, equipment being served, previous troubleshooting, panel information, or drawings? Replace bad contactor for 440V power 8. Drawings and Panel Schedules: Are existing electrical drawings, one-line diagrams, panel schedules, or facility drawings available for any of the buildings included in the scope? -- 1 of 4 -- 9. Weapons Vault and Classified Area Access: Are there any special security, escort, citizenship, background investigation, or personnel clearance requirements for contractors working in the building 402 Weapons Vault or Classified Area? Contractors are required to have a REAL ID and will have to pass a background check to gain access to the base; they will also need to provide at least 48 hours’ notice of scheduled work in both areas to allow 138th CES to coordinate properly cleared escorts. 10. Base Access / Badging: Will Contractor and Subcontractor personnel require any special airport or installation badging to perform the work, such as a SIDA badge or other security credential? If so, what is the process and typical lead time for obtaining the required credentials? No special badging is required, 138 CES will provide escorts for certain areas as needed. 11. Work Hours: The PWS states that services are to be provided between 0730 and 1700 Monday through Thursday. Please confirm whether all work is expected to be performed during these daytime hours. Will any work be required or permitted to be performed at night, after normal working hours, or on weekends due to facility operations, power shutdowns, security requirements, or other considerations? Services will be performed Monday-Thursday 0730-1700 12. Electrical Shutdowns: If electrical circuits or building services must be temporarily shut down to perform the work, will shutdowns need to occur after normal operating hours? Who will coordinate and authorize required shutdowns? CES will coordinate required shutdowns with building occupants as notified by the contractor. 13. Period of Performance: The PWS states that the Period of Performance is 90 days from Notice to Proceed. Section F appears to contain the wording "90 Calendar Year." Can you please confirm that the required Period of Performance is 90 calendar days from Notice to Proceed? The required Period of Performance is 90 calendar days from Notice to Proceed. 14. Technical Capability: What documentation would you like oƯerors to provide to demonstrate Technical Capability? For example, should the quote include contractor licenses, resumes, project experience, technical approach, safety information, or other supporting documentation? The solicitation does not specify quote volumes, page limits, file formats, or naming conventions; however, to be "Acceptable," an oƯeror must demonstrate the ability to properly complete the work per the Statement of Work, RFI’s, and Government end goal. -- 2 of 4 -- 15. Subcontractor Experience/Past Performance: If a contractor serves as the prime contractor and uses a qualified electrical subcontractor to perform the electrical field work, will the Government consider the qualifications, experience, and past performance of the proposed electrical subcontractor when evaluating Technical Capability and Past Performance? The Government will evaluate the qualifications of the prime contractor only, as the resulting contract will be awarded solely to the prime contractor. Yes, 52.219-14 does apply. A subcontractor cannot exceed 75% of the contract. 16. Small Business Participation: What information should be included in the quote to satisfy the Small Business Participation evaluation factor? The prime contractor is a small business. 52.219-1 Small Business in SAM. 17. Limitations on Subcontracting: Does FAR 52.219-14 or another limitation on subcontracting requirement apply to this solicitation? If a contractor uses a small- business electrical contractor as its primary electrical subcontractor, please confirm whether that subcontracting arrangement is acceptable under this solicitation. 18.
