Statement of Work (SOW) Bldg.2592 Full Start-Up Commissioning of Data Center Cooling Infrastructure and UPS Battery Replacement USACE Mission Support Battalion Alexandria, VA 22315 PR&C # W802Y962198636 A. General Overview The Government requires professional services to execute the full start-up and commissioning of existing data center environmental control systems based on original design specifications, as well as the replacement and EPA-compliant disposal of batteries for an Eaton Uninterruptible Power Supply (UPS) system. The objective is to ensure optimal thermal management, system reliability, and uninterruptible power continuity for mission-critical operations in Bldg.2592 located on USACE Mission Support Battalion. The project is to be executed in a professional manner, adhering to the highest industry standards, with a focus on environmental responsibility and compliance with Unified Facilities Guide Specifications (UFGS). A.1 All work shall be performed during normal working hours while allowing the personnel in the facility the flexibility to maintain operations during project. The period of performance shall not exceed 60 days from date of award. A site visit is available for pricing of work to be performed. 1.0 Scope of Work The Contractor shall provide all labor, materials, tools, equipment, and supervision necessary to perform the following tasks: Final Bid Price Must be on Attach Bid Sheet ONLY. Any other will be rejected and disqualified. 2.0 Location of Work UMSB building 2592 CUDE 7701 Telegraph Road, Alexandria VA 22315 3.0 Specific Tasks The Contractor shall perform a full start-up and commissioning based on original design parameters for the following equipment: • Twelve (12) Liebert CRV Units: Verify proper installation, check refrigerant/coolant levels, test fan operations, calibrate sensors, verify network connectivity, and validate operational cooling capacity and airflow balancing. • Two (2) Liebert IRC (Intelligent Room Control) Controllers: Configure control logic, establish communication with the Liebert CRVs and the centralized management system, and verify redundancy and failover operations. • One (1) Multistack Roof Top Chiller (Glycol Cooling): Perform comprehensive pre-start checks, verify glycol concentration and fluid levels, test pumps and variable frequency drives -- 1 of 8 -- (VFDs), validate heat rejection performance under load, and ensure integration with internal CRV units. • Remove and install (1) new top fan. configuration code CR032RC132J781 3.1 Eaton UPS Battery Replacement The Contractor shall perform a complete battery swap for one (2) Eaton PW9390-160 UPS system: • Decommissioning & Removal: Safely disconnect and remove eighty (80) existing batteries. • EPA-Compliant Disposal: Transport and dispose of the eighty (80) spent batteries in strict accordance with Environmental Protection Agency (EPA), state, and local hazardous waste regulations. The Contractor must provide a Certificate of Recycling/Disposal. • Installation: Supply and install eighty (80) new C&D Technologies UPS12-400MR batteries. • Testing & Calibration: Clean and torque all connections to manufacturer specifications. Perform IEEE 1188 compliant impedance/conductance testing and discharge testing to verify string integrity. Update UPS firmware/parameters if necessary to recognize the new battery string characteristics. 4.0 Applicable Standards All work must comply with: • Original Equipment Manufacturer (OEM) guidelines and specifications. • National Electrical Code (NEC). • OSHA safety standards for electrical and HVAC maintenance. • IEEE Standard 1188 (Maintenance, Testing, and Replacement of Valve-Regulated Lead-Acid Batteries).111 • EPA regulations for lead-acid battery recycling. 5.0 Deliverables • Project Schedule: Submitted within 7 days of contract award. • Commissioning Report: A detailed document containing pre-start checklists, operational parameters, test results, and final set-points for the CRVs, IRCs, and Multistack Chiller. • Battery Test Report: IEEE 1188 compliance report detailing ohmic readings and torque verification for the new battery strings. • Certificate of Disposal/Recycling: Official documentation proving EPA-compliant disposal of the 80 removed batteries. B. General Security Requirements C.1. All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all -- 2 of 8 -- information required for background checks or background investigation and to meet installation/facility access requirements to be accomplished by the HECSA Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA, and local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at this facility change, the Government may require changes in contractor security matters or processes. C.2. All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance or access privileges, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas.
