CUI CUI PERFORMANCE WORK STATEMENT (PWS) 302nd Maintenance Group Annual Hoist and Fall Arrest Systems Inspections /Repair 17 April 2026 1. SCOPE. The Contractor shall provide all non-personal services to include transportation, labor, equipment (to include lifts above 30 feet) tools, materials, supervision, travel, freight, base passes and other items and services necessary to perform hoist and fall arrest systems inspections for the 302nd Maintenance Group at Peterson Space Force Base (SFB), Colorado Springs, Colorado. This PWS is for inspections but may include future repairs that would be added as a modification to this requirement. 2. SUMMARY. The contractor is entrusted with the critical task of ensuring the safety and reliability of vital equipment by performing annual inspections on 35 hoists and 44 fall arrest systems. This work is to be carried out in strict compliance with a comprehensive set of regulations. 3. SECURITY REQUIREMENTS/COMMUNICATION. Contractor personnel will require unescorted access for entrance to PSFB, CO. Work under this contract may be located in restricted and controlled areas where strict security and personnel access control is maintained. Contractor personnel will require escorted access to the 302d MXG controlled areas and will not be authorized access to the flight line or any restricted area unless escorted by authorized 302d MXG personnel. 3.1 Contractor shall notify the COR at least 30 minutes prior to needing an escort. 3.2 In order to maximize efficiency, Contractor shall notify COR at least 30 minutes prior to specific task (i.e per building, per section, etc). 3.3 Contractor shall notify COR at least 30 minutes prior to leaving work area (i.e for lunch, end of day, etc). 4. SPECIFIC TASKS. The Contractor shall perform inspections of 35 hoists and 44 fall arrest systems as outlined in the following paragraphs: 4.1. HOIST INSPSECTIONS: The Contractor shall complete the inspections of each hoist annually using the following most updated instructions/regulations: DAFMAN 91- 203, Air Force Occupational Safety, Fire and Health Standards, chapters 12-13; American National Standards Institute (ANSI) Standards, Occupational Safety and Health Administration (OSHA), manufacturer requirements and PWS. -- 1 of 10 -- CUI CUI 4.1.1. Inspection reports shall include a minimum of, but not limited to, Location, Serial Number, Tag ID, Description, Pre and Post Load Test Results, Hoist/Crane Capacity, and Inspector Name(s) and detailed breakdown of any repairs required. The breakdown of repairs shall include an estimate cost for repairs. Estimates will be used for informational/market research purposes and does not constitute additional work. No repairs shall be made unless a modification to the contract is accomplished and funding is provided for such repairs. All reports will be provided to the 302nd Maintenance Squadron COR NLT 7 business days of inspection competition. 4.1.2. The Contractor shall inspect each hoist, per DAFMAN 91-203, listed in paragraph 7.4. Table 1 by completing items such as: check all mechanisms for wear; check the lubrication of all hoist mechanisms; check each hoist for proper alignment; load and weight test each hoist (with certified weights) to 125% capacity of each hoist; verify the capacity, manufacturer, model, and serial number of each hoist; provide a load test certificate and an inspection and maintenance report for each hoist inspected; and provide an inspection sticker for each hoist inspected. 4.2. FALL ARREST SYSTEM: The Contractor shall complete the inspections of each fall arrest system annually using the following most updated instructions/regulations: DAFMAN 91-203, Air Force Occupational Safety, Fire and Health Standards, chapters 12-13; American National Standards Institute (ANSI) Standards, Occupational Safety and Health Administration (OSHA), manufacturer requirements and PWS. 4.2.1 The Contractor shall inspect each fall arrest system in accordance with (IAW) DAFMAN 91-203, by completing items such as lanyards, beams, and trolleys, to include wearable harnesses, by completing the following: check all mechanisms for wear; check lanyard material for fraying, tearing, and stretching; check lubrication of all fall arrest system mechanisms (rollers); verify the capacity, manufacturer, model, and serial number of each system ; provide an inspection and maintenance report for each fall arrest system inspected; and provide an inspection sticker for each fall arrest system inspected. 4.2.2. Inspection reports shall include a minimum of, but not limited to, Location, Serial Number, Tag ID, Description, Pre and Post Load Test Results, Hoist/Crane Capacity, and Inspector Name(s) and detailed breakdown of any repairs required. The fall arrest systems are located at the following: • Building (Bldg) 210 Bay 1 (14 total) • Building (Bldg) 210 Bay 2 (14 total) • Building (Bldg) 214 Bay 3 (16 total) 4.2.4. Every five years, the Contractor shall perform load testing on all beams that support overhead fall arrest systems used for personnel fall protection. Next inspection will be due 08/2026. All load testing shall be performed in accordance with instructions/regulations mentioned in 4.1. Load testing shall meet the five- year re-certification requirement specified by ANSI Z359.6. 5. SCHEDULING. The contractor shall pre-coordinate all inspections with the COR a minimum of 30 days prior to inspections. The 302nd Maintenance Squadron COR is identified in COR Appointment Letter.
