USCGC HEALY - BOW CRANE HYDRAULIC CYLINDER REPLACEMENT

STATEMENT OF WORK USCGC HEALY (WAGB-20) TECHNICAL SERVICES FOR BOW CRANE HYDRAULIC CYLINDER REPLACEMENT 1. Objective. The objective of this Statement of Work (SOW) is to provide all labor, rigging equipment, and consumable materials necessary to remove a leaking hydraulic actuating linear cylinder and install a newly provided Government Furnished Equipment (GFE) cylinder on the United States Coast Guard Cutter (USCGC) Healy’s Bow Crane. This is a critical system used for onloads and deploying the brow for on-ice operations. 2. References. For any listed references to be distributed, the contractor must be registered in the Joint Certification Program (JCP) through Defense Logistics Agency (DLA) and provide your JCP number to the listed point of contact for this work. 2.1. Surface Forces Logistics Center Standard Specification 0000 (SFLC Std Spec 0000), General Requirements 2.2. Surface Forces Logistics Center Standard Specification 0740 (SFLC Std Spec 0740), Welding and Allied Processes 2.3. Surface Forces Logistics Center Standard Specification 6310 (SFLC Std Spec 6310), Requirements for Preservation of Ship Structures 3. Background. During operational testing, the bow crane presented a leak on the hydraulic ram with a drip rate of 5 drips per second while the system was energized, rendering the crane Out of Commission (OOC). Ship's Force, in consultation with Port Engineer (PE) staff, determined the most expeditious repair is the complete replacement of the cylinder assembly. The Government will provide the replacement cylinder. 4. Tasks. The contractor shall provide material and labor services to replace the bow crane cylinder, which includes the following: 4.1. Protective measures. The Contractor shall furnish and install suitable covering to seal off and protect all non-affected surfaces/equipment and spaces in the vicinity of the work area against contamination during the performance of work. Upon completion of work, remove protective material and inspect for the presence of contamination. Clean all equipment and spaces, contaminated due to improper protection, to original condition of cleanliness. 4.2. Interferences. The Contractor shall handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). 4.3. Fluid handling. The Contractor shall provide required matching marine hydraulic fluid to replenish any fluid lost during the cylinder replacement (estimate 15-25 gallons). The contractor shall dispose of removed fluids and any contaminated materials in accordance with all applicable Federal, state, and local regulations. 4.4. Work location and extent. The concerned work areas are shown in the Table 1 below. See the Coast Guard Drawing(s) above, for guidance and details. PIPING LOCATION SYSTEM DESCRIPTION Forecastle, Bow Crane Crane Hydraulic System Replacement of one (1) main lifting hydraulic cylinder assembly (P/N: 41984). -- 1 of 3 -- 4.5. Cylinder Replacement. The Contractor shall perform the following work: 4.5.1. Provide necessary crane/rigging support to safely bear the weight of the existing hydraulic ram during extraction. 4.5.2. Disconnect existing hydraulic hoses and immediately plug and cap all lines to prevent environmental contamination and system ingress. 4.5.3. Drive out mounting pins and remove the leaking cylinder. Turn over the removed cylinder to the ship's Supply Department. 4.5.4. Clean and inspect the upper and lower pin mounting bores on the crane structure for scoring or damage. 4.5.5. Rig, hoist, and install the new GFE Cylinder Assembly (P/N: 41984) into position. Install mounting pins using appropriate marine-grade anti-seize compound. 4.5.6. Reconnect hydraulic lines using new contractor-provided O-rings/seals. 4.5.7. Systematically bleed all air from the newly installed cylinder and associated lines. 4.5.8. Testing. After all work has been completed, the Contractor shall, in the presence of the Coast Guard Inspector, accomplish the following tasks, and submit a CFR: 4.5.8.1. After completion of all other work, in the presence of the Coast Guard Inspector the Contractor must conduct a No-load Operational Test followed by a winch brake/modified static, Dynamic and Rated Weight Test per Table 1 in accordance with SFLC Std Spec 5000 Appendix B, paragraph B2.4. Ensure zero visible leakage from or deformation of mechanical parts by repairing all leaks and discrepancies. 4.5.9. Install a weight testing label plate in accordance with paragraph B2.9 (Label plates) of appendix B of SFLC Std Spec 5000. 4.5.10. Install petroleum wax tape for hose fitting weatherization per SFLC Std Spec 5000 C2.2.1.2.2. 4.6. Restoration. The Contractor shall perform the following work: 4.6.1. Touch-up preservation. The Contractor shall prepare, and touch-up coat all disturbed surfaces to match existing adjacent surfaces in accordance with SFLC Std Spec 6310. 4.6.2. Operational test, post repairs. After completion of work, the Contractor shall thoroughly test, in the presence of the Coast Guard Inspector and demonstrate all items or shipboard devices that have been disturbed, used, repaired, altered, or installed to be in satisfactory operating condition. Submit a CFR. 5. Government Furnished Property. The Government will furnish and provide the following to the contractor under this requirement: 5.1. Qty 1, CYLINDER ASSEMBLY, P/N: 41984, NIIN: 014601128 -- 2 of 3 -- 6. Security Requirement. Access to government facilities is required. Contractors shall have a valid government issued ID (or driver’s license) and show identification at the security gate. Contractor must provide full name, date of birth, and driver’s license #.
