The Government’s objective is to maintain safe and reliable aircraft sunshades. 1.2 Mission. The contractor shall sustain aircraft sunshades through scheduled inspection, preventative maintenance and repair of deficiencies. 1.3 Scope The Contractor shall provide all management, tools, supplies, equipment, transportation, man-lifts, and labor necessary to perform Aircraft Sunshade Inspection, Maintenance and Repair Services at Luke Air Force Base in a manner that will ensure continuous and safe operations of the systems. Appendix A establishes the estimated quantities for determining workload to meet the requirements of this PWS and the Service Summary (SS). The contractor shall adhere to all commercial standards in accordance with (IAW) all applicable federal, state, local regulations and laws to manufacturer’s recommendations maintaining these systems to ensure continuous, safe, and reliable operation. 2.0 INSPECTION, MAINTENANCE AND REPAIR SERVICES 2.1 Requirements. The contractor shall perform inspections, maintenance and repairs in accordance with industry standards/best practices and in accordance with applicable federal, state and local building code and regulations or equivalent military standard Unified Facilities Criteria (UFC) and Unified Facility Guide Specifications (UFGS). The contractor shall advise the Contracting Officer (CO) and Contracting Officer Representative (COR) of any conflicts/ambiguities in the various documents before beginning any task. 2.1.1 Responsibilities At a minimum, the contractor shall inspect for, report and document the following: a. Structural supports and lateral bracing for signs of failure, corrosion, loosening, excessive movement, missing/loose hardware, cracking or fatigue damage particularly at the connections b. Structural anchorage for signs of loosening and cracking around anchorage points on apron c. Foreign Objects (FO) / wildlife intrusion d. Cleanliness and serviceability of installed safety markings and protective paint e. Electrical system equipment - including electrical panels, receptacles, lighting systems, solar panels, batteries and conduit (if installed) for security and serviceability f. Weather (turbulence) related damage g. Other discrepancies 2.2 Semi-Annual Inspections The contractor shall perform semi-annual inspections (Apr and Sep) of all sunshade structural and electrical system components listed in Appendix A using the checklist in Appendix C. For the upper portion of the structural inspections, one of the two inspections will be a visual from the ground looking for obvious defects/missing parts, and the aircraft will remain in place. A lift will be required to replace upper lights. The second inspection will require lifts to perform close-up inspections of all roof components and to replace lights. The aircraft will be moved for the second inspection. The electrical inspections will be the same for both. To minimize disruptions to the flying mission, the contractor will be expected to make minor on-the-spot repairs during the inspection. Examples of on-the-spot repair items : lights, outlets, switches, outlet/switch covers. Government will provide parts. Any parts not available will not incur extra labor/travel charge. The contractor shall prepare and submit an inspection report using the spreadsheet from Appendix D within 5 days of inspection completion. The report shall include identification of specific aircraft sunshade rows/spots, inspections performed, date of inspection, inspector, on-the-spot repairs made, and overall condition of the sunshades. A list of major repairs still required after inspection (with written quote), shall be provided upon completion of inspection. COR will be immediately -- 3 of 15 -- 4 CUI CUI notified of any potential after inspection repairs. All electrical inspections and repairs will be in accordance with Air Force Manual 32-1065, Civil Engineering Grounding and Electrical Systems. 2.3 Maintenance and Repair Services The contractor shall provide maintenance services on all Luke AFB flightline sunshades. The contractor shall perform preventive maintenance during inspections to ensure reliable and continuous safe operation of the structure. The maintenance work shall be in accordance with commercial practices and manufacturer’s specifications. 2.4 Scheduling All inspections and maintenance services will be coordinated through the Maintenance Group Contract Officer Representative (COR). The first “ground” inspection will usually be scheduled for 1 week in April. The second “full” inspection will normally be scheduled for 2 weeks in September. No contractor vehicles will be required to go on the flightline. Government will provide escorts with vehicles/carts for inspection activities. 2.5 Preventative Maintenance Plan (PMP) The Contractor shall develop, implement, and maintain a semi-annual plan that includes a schedule of all required inspections, tests, and services necessary to maintain all sunshades in a safe and operational status.
