Statement of Work Miter Gate Motor Maintenance 1. Background Information: The Great Lakes St. Lawrence Seaway Development Corporation (GLS) is a wholly-owned U.S. Government corporation within the U.S. Department of Transportation which operates and maintains that portion of the St. Lawrence Seaway (Seaway) in U.S. territorial waters between Lake Ontario and Montreal, Quebec. A major part of the Corporation’s mission of facilitating the safe and efficient passage of commercial vessels through the Seaway is the operation and maintenance of Eisenhower and Snell Locks which are located in Massena, New York. 2. Scope of Work: GLS is seeking a vendor to perform maintenance and testing on a Government-Owned Miter Gate Motor. The vendor shall furnish all labor, supervision, materials, equipment, tools, and incidentals necessary to inspect, clean, repair, and test one (1) motor. This motor serves as the Government’s only spare, therefore timely repair is crucial. The motor characteristics are as follows: Manufacturer: Electro-Dynamic Model: 12B-846A7 Frame: 505-Y Voltage: 440 VAC Type: Two-Speed Motor: 40 HP, 1135 RPM and 10 HP, 275 RPM The awarded vendor shall perform the following work: 1. Pick up the motor from GLS Receiving Warehouse located at 251 Fregoe Road, Massena, NY 13662. 2. Disassemble and inspect the motor for mechanical and electrical defects. 3. Clean all motor components as necessary to facilitate inspection, repair, and testing. 4. Perform electrical testing and inspection to determine the condition of the windings and insulation system. 5. If inspection and testing indicate that rewinding is required, the vendor shall communicate this to the GLS CO and COR. GLS will request a quote for the rewind. No additional work shall be performed unless approved by GLS CO by a contract modification. 6. Inspect and measure shaft bearing journals, bearing fits, end bells, and other critical components. Document any deficiencies identified. 7. Furnish and install new bearings meeting original equipment specifications. 8. Remove old grease from bearing housing and lubrication passages and replace with new grease suitable for the application. 9. Furnish and install new grease caps, as required. 10. Re-insulate applicable components as necessary based on inspection findings. -- 1 of 2 -- 11. Reassemble the motor and perform all testing necessary to verify proper operation and serviceability. 12. Paint exterior motor surfaces to provide a clean and professional finish. 13. Return the motor to GLS Receiving Warehouse located at 251 Fregoe Road, Massena, NY 13662. 3. Period of Performance / Place of Performance: The vendor shall complete all work within 20 days of the signed award. Work shall take place at the vendors facility. The awarded vendor will be required to pickup the motor at the GLS Receiving Warehouse located at 251 Fregoe Road, Massena, NY 13662 and transport it to their facility. Once work is completed the vendor will be required to transport and return the motor back to GLS Receiving Warehouse located at 251 Fregoe Road, Massena, NY 13662. 4.
