The purpose of this specification is to ensure operational readiness and compliance with safety standards, firefighting apparatus must undergo periodic performance testing in accordance with NFPA 1911, Standard for the Inspection, Maintenance, Testing, and Retirement of In-Service Emergency Vehicles. This test evaluates key components such as engine efficiency, pump capacity, braking systems, and aerial device functionality. The purpose of this contract is to establish a structured testing process to verify the reliability and mechanical integrity of firefighting vehicles. Testing will be conducted in alignment with NFPA 1911 and other applicable standards, including manufacturer guidelines and local regulations. The results will inform maintenance and repair actions to sustain fleet readiness and ensure continued operational effectiveness. SCOPE This project will provide annual performance testing and inspection of the listed Joint Base Andrews Fire Department’s apparatus in alignment with NFPA 1911 and other applicable standards, including manufacturer guidelines and local regulations. If the requirements change, the current process shall be brought into compliance with the new requirements within one (1) year or as specified by the National Fire Protection Association, whichever is shorter. The contractor shall manage the project, labor, equipment, tools, material, lifts, licenses, and permits required to perform the work described herein. The contractor will follow a systematic approach to meet the requirement objectives and deadlines. All work shall be performed by employees properly trained and certified to provide the services described herein. Services shall include, but not limited to, inspecting and testing per the fire apparatus manufacturer’s instructions and in accordance with NFPA 1911 Standard for the Inspection, Maintenance, Testing, and Retirement of In-Service Emergency Vehicles. All testing and inspection will take place at a mutually agreed location not to exceed 50 miles from Joint Base Andrews. Joint Base Andrews Fire Department and the Contractor will mutually agree to a schedule for the testing of each apparatus. Joint Base Andrews and the Contractor will agree upon a set date and time to have each firefighting apparatus pump tested to ensure emergency response capabilities are always maintained. Joint Base Andrews will provide the water for the testing of the firefighting apparatus when testing is conducted on the installation. Reports shall be provided to the NCOIC, Logistics (TSgt Pedro Muina) within seven (7) business days of the services in both hard copy and electronic media formats. The following apparatus are to be tested and inspected each year in accordance with NFPA standards: Engine 741 – TRK FIRE PUMPER P-22 Engine 742 – TRK FIRE PUMPER P-22 Engine 743 – TRK FIRE PUMPER P-22 Quint 74 – TRK FFGT QUINT P-33 Tanker 74 – TRK WATER TANKER P-26 The contractor shall return to the installation to conduct retesting of any items that fail initial inspection or performance testing. Retesting shall be completed within 60 calendar days of the Government’s written notification that all corrective actions or mitigation measures have been completed. The contractor is not responsible for performing repairs, adjustments, or corrective maintenance. The Government will notify the contractor once deficiencies have been corrected and the apparatus is ready for retest. All retesting required as a result of initial failures shall be provided at no additional cost to the Government. Upon completion of retesting, the contractor shall provide updated documentation reflecting the retest results and final compliance status in accordance with applicable NFPA standards. Retests may be completed outside of the pre-described Period of Performance if needed. PERFORMANCE OF WORK 3.1 The contractor will provide all necessary labor, equipment, materials, and services to complete all listed requirements listed in NFPA 1911, Standard for the Inspection, Maintenance, Testing, and Retirement of In-Service Emergency Vehicles, specified below: 4.1* General. All fire emergency vehicles that could be placed in service for emergency response shall be inspected, maintained, tested, and retired as required by this standard. 4.1.1 Chassis, Driving and Crew Compartment, and Body. 4.1.1.1 The chassis, driving and crew compartment, and body shall be inspected and maintained as required by Chapter 8. 4.1.1.2 The chassis components shall be performance tested as required by Chapter 19. 4.1.2 Electrical Systems. 4.1.2.1 The low-voltage electrical systems on the emergency vehicle shall be inspected and maintained as required by Chapter 9 and performance tested as required by Chapter 20. 4.1.2.2 If the emergency vehicle is equipped with a line voltage electrical system, that system shall be inspected and maintained as required by Chapter 14 and performance tested as required by Chapter 25. 4.1.3 Water Pumping System or Water Tank. 4.1.3.1 If the emergency vehicle is equipped with a water pumping system or a water tank, the water pumping system(s) or the water tank(s) shall be inspected and maintained as required by Chapter 10. 4.1.3.2 If the emergency vehicle is equipped with a fire pump or an industrial supply pump, the fire pump system or industrial supply pump system shall be performance tes
