STATEMENT OF WORK FOR 66 TRS Utility Terrain Vehicles (UTV) Repair Services June 2026 FA462026QA268 Attachment 1 - Statement of Work 1 of 4 -- 1 of 4 -- Statement of Work (SOW) For 66 TRS Utility Terrain Vehicles (UTV) Repair Services Fairchild AFB, WA 1. BACKGROUND: The 66th Training Squadron (66 TRS), which operates the Department of the Air Force’s Survive, Evade, Resist, Escape (SERE) Specialist Training School, is responsible for training over 750 students annually across multiple biomes in three states. A reliable Utility Terrain Vehicle (UTV) fleet is essential for conducting this training safely and effectively in austere conditions throughout the year. This contract provides the specialized maintenance required to restore two (2) damaged UTVs to a high state of operational readiness, thereby mitigating risks to personnel and ensuring the continuity of the training mission. 2. SCOPE OF WORK: Contractor shall provide all personnel, equipment, tools, parts, materials, supervision, and other non- personal services necessary to perform the required repairs and maintenance inspections on two (2) UTVs assigned to the 66 TRS at Fairchild AFB, WA: • UTV 1: 2017 Polaris RZR (VIN# 3NSVCE877HH014957) • UTV 2: 2026 Polaris Xpedition Adv (VIN# 3NSGZW998TM198870) All work shall be accomplished in compliance with Original Equipment Manufacturer (OEM) specifications, industry best practices, and all applicable local, state, and federal regulations. The Contractor shall restore the UTVs to a fully functional and safe operational state. Additionally, the Contractor shall identify and address any outstanding OEM recalls. All waste and debris generated during repairs shall be disposed of in accordance with federal, state, and local regulations. 3. OBJECTIVES: The primary objective of this contract is to repair the two (2) UTVs back to a high state of readiness and safety, ensuring they are ready to support SERE Specialist Training operations in austere environments, supporting the DAF’s SERE Specialist Training School's mission. 4. REQUIREMENTS: 4.1. UTV Repairs: The Contractor shall perform all necessary repairs to restore the two UTVs to a fully functional state to meet operational needs. Over-and-Above Repairs: If, during the course of service and maintenance, the Contractor identifies that a UTV requires parts or repairs beyond the scope of work detailed in Section 4.1, the Contractor shall immediately notify the Government Point of Contact (POC). No over-and-above repair work that would require a change to the firm-fixed-price of the contract shall be completed without formal written approval from the Contracting Officer. 4.3. Notification: The Contractor shall promptly notify the Government POC when repairs are complete and the UTVs are ready for Government pick-up. PLACE OF PERFORMANCE & TRANSPORTATION: All repairs shall be completed at the Contractor's place of business on a mutually agreeable schedule. The Government will be responsible for transporting the two UTVs to and from the Contractor’s facility, up to a maximum radius of 50 miles from Fairchild Air Force Base, WA 99011. Any transportation more than 50 miles shall be at contractor’s expense. 6. INSPECTION AND ACCEPTANCE: The Government POC will inspect all work for safety, quality, and completeness. Both the 2017 Polaris RZR and the 2026 Polaris Xpedition Adv will be physically tested for full operability prior to final Government acceptance and invoicing.
