Page 1 of 18 AUG 22 PERFORMANCE WORK STATEMENT (PWS) Pierce Contender Fire Apparatus Repair 06/12/2026 Part 1 General Information 1. General: This is a non-personal service(s) contract under which the personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. 1.1 Description of Services/Introduction: This is a non-personal service(s) contract to provide professional automotive body repair, structural fabrication, and industrial refinishing services to restore a Pierce Contender Pumper firefighting apparatus to a mission-ready and aesthetically uniform condition. Because this vehicle is a Life Safety asset, all repairs must ensure the structural integrity of the passenger-side compartments and the reliable operation of emergency equipment access points. 1.2 Background: The Fort Jackson Department of Emergency Services Fire Department operates a fleet of specialized emergency response apparatus to protect the lives, health, and property of the installation community. Included in this fleet is a 2010 Pierce Contender Pumper Fire Apparatus (VIN: 4P1CC01AXAA010873). Recently, this Pierce Contender was involved in an accident that resulted in significant structural and cosmetic damage to the right rear body panels. An Electronic Financial Liability Investigation of Property Loss (eFLIPL) has been completed and formally released, authorizing the procurement of professional repair services. The repair of this Pierce Contender is vital to the mission at Fort Jackson. Returning this apparatus to a Fully Mission Capable (FMC) status is essential for maintaining the installation's capacity for rapid emergency response, efficient structural firefighting operations, and life-saving Emergency Medical Services (EMS). 1.3 Scope: The Contractor shall provide non-personal services. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform services as described in the PWS and associated contract documents, except for those items specified in Part 3 Government Property and Services. The Contractor shall perform to industry standards and acceptable quality levels identified in this PWS and associated contract documents to perform comprehensive structural body repair and refinishing services for one (1) Pierce Saber Pumper. The scope encompasses heavy-duty automotive bodywork, welding, sheet metal fabrication, replacement of specialized fire apparatus hardware, and the application of professional-grade paint and reflective graphics. All work shall be performed at the contractor's facility, and the contractor is responsible for the secure storage and protection of the vehicle for the duration of the repair period. 1.4 Objectives: The objective of this contract is to procure commercial body and structural repair services for one (1) Pierce Contender Fire Apparatus (4P1CC01AXAA010873). The contractor shall execute all necessary repairs to the rear passenger side of the apparatus, returning the vehicle to a fully operational, mission-capable status in accordance with Original Equipment Manufacturer (OEM) specifications and safety standards. 1.5 General Information: 1.5.1 Quality Control Plan (QCP): The contractor’s existing quality assurance system shall be utilized in accordance with FAR 12.208. 1.5.1.1 An Analysis of Quality Control and Timeliness of Submittals (i.e. deliverables) shall be provided to the COR within 30 days upon completion of each option period or Task Order (insert Deliverable #1}). -- 1 of 18 -- Page 2 of 18 AUG 22 1.5.1.2 The Contractor shall inform the COR of issues or potential issues that might affect the performance within (24 hours) of identifying those issues. Verbal reports shall be followed up by written reports within (10 days) (Insert Deliverable 2). 1.5.2 Quality Assurance: The Government will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the acceptable quality levels (performance thresholds). 1.5.3 Recognized Holidays: The following provides information on recognized holidays for the purpose of the PWS. If submittal of any documentation (e.g. deliverables, submittals, etc.) deadlines fall on a holiday, the closest workday prior to the holiday will apply as the deadline for submittal. 1.5.3.1 U.S. Holidays: Work shall not be performed on U.S. federally recognized holidays occurring during the normal workweek unless otherwise directed by the Contracting Officer. When a U.S. holiday occurs on a Saturday or a Sunday, the holiday is observed on the preceding Friday or following Monday, respectively. New Year’s Day January 1st M. L. Please refer to the following. 1.5.4.1 Government Facility Office Hours: The Government facility office hours are 0700 to 1600 Monday through Friday except U.S. Holidays identified in paragraph 1.5.3.1 above or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. 1.5.4.2
