1 CUI PERFORMANCE WORK STATEMENT HSQ ENERGY MANAGEMENT CONTROL SYSTEM (EMCS) Schriever SFB 1 June 2026 -- 1 of 10 -- 2 CUI 1. Description of Services: The contractor shall perform nonpersonal services on the HSQ Energy Management Control System (EMCS) consisting of: firmware updates, software updates, graphics updates, automation controls analysis & optimization, emergency on-line response and emergency on-site response at Schriever Space Force Base (SFB). The contractor may be called upon to provide support in addition to these services via work order (WO). 1.1 WORK ORDERS (WO): 1.1.1 - The contractor shall provide a Firm-Fixed-Priced (FFP) quote to the CO and 50 CES/CEOES upon request. Work orders may be used to support the Siemens-EMCS, upon request from 50 CES/CEOES and a contract modification. 1.1.2. All quotes shall be broken out by: • Labors Rates to include burdens • Proposed hours • Cost by Line Item of parts • Total FFP 1.1.3. Buildings Within the System: The buildings currently covered by the HSQ EMCS included are: 20, 30, 60, 101, 120, 122, 200 210, 300, 301, 400, 500, 600, 6001, 610, 612, 700, 702, 717 and the main electric substation. 1.1.4. Contractor Program Manager (PM) and Alternate Program Manager (APM): The contractor shall designate a primary and alternate program managers and shall provide, in writing, the names, telephone numbers, and email addresses to 50 CES/CEOES and the CO, no later than (NLT) 10 calendar days after contract award and within 2 calendar days after any changes or replacements. 1.1.5. Firmware Updates: The contractor shall provide firmware and documentation updates to all existing field panels upon development. 1.1.6. Software and Graphics Updates: The contractor shall provide software and documentation updates to existing software upon release. 1.1.6.1. Updates will include on-site training to familiarize facility staff with the new features and their associated benefits. 1.1.6.2. Graphics Updates: The contractor shall perform graphic updates to the HSQ EMCS quarterly. 1.1.6.3. The contractor shall verify existing graphics, identify changes, update and make corrections. 50 CES will supply the contractor with current drawings indicating graphic changes. -- 2 of 10 -- 3 CUI 1.1.7. Automation Controls Analysis & Optimization: The contractor shall analyze and optimize controls in accordance with a program of standard routines of the system so as to reduce energy consumption and reduce the risk of disruptive breakdowns. 1.1.8. Emergency On-line Response: The contractor shall respond to on-line support requests within 3 hours of receiving notification for emergency service 24 hours per day, 365 days a year. 1.1.9. The contractor shall document call time, response time and services performed during the service call and provide the same to 50 CES/CEOES upon request. 1.1.10. Emergency Response: The contractor shall provide onsite emergency response for critical emergencies within 72 hours of notification. Critical emergencies are failures at a system or panel level that would result in the loss of the operation of an entire section of a building or place the facility at high risk. 1.1.10.1 The contractor shall document call time, response time and services performed during the service call and provide the same to 50 CES/CEOES upon request. 1.1.11. The Government will update the FALVSB Disk back-up system weekly in preparation for quarterly maintenance visits. The contractor shall update the FALVSB Disk back-up system during their quarterly maintenance visits. 1.2. Quality Assurance (QA) and Acceptance of Services: 1.2.1. QA: The services contracted for are commercial, thus, reliance of QA shall be based on contractors' existing quality assurance systems as a substitute for Government inspection, reference RFO 12.105(a) -- Contract Quality Assurance. Acceptance of Services: See RFO Clause 52.212.4 (b) Inspection/Acceptance. 1.3. Base Closure and Security Delays at SSFB: Approximately 15 times per year, for four (4) hours in duration, small portions of the installation will be closed to non-essential personnel due to disaster, emergency and contingency responses or exercises. This does not relieve the contractor from responsibilities of performing work in a timely manner, except when the base is closed by the Garrison Commander due to inclement weather. 1.4. Identification of Contractor Employees: There must be a clear distinction between Government employees and contractor employees, to this end all contractor employees shall: (1) Identify themselves as contractor personnel by introducing themselves or being introduced as contractor personnel, (2) Display distinguishing badges or other visible identification for meetings with Government personnel and (3) Appropriately identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence. -- 3 of 10 -- 4 CUI Performance Objective PWS Paragraph Performance Threshold Perform services on the HSQ Energy Management Control System (EMCS) IAW PWS consisting of following PWS paragraphs: 1.1.5. Firmware Updates, 1.1.6 Software and Graphics Updates, & 1.1.7 Automation Controls Analysis & Optimization 1.1.5, 1.1.6, 1.1.7 No deficiencies permitted. Emergency Response 1.1.8, 1.1.9, 1.1.10, 1.1.10.1 No deficiencies permitted. The Contractor shall update the FALVSB Disk back-up system during their quarterly maintenance visits. 1.1.11 No deficiencies permitted. -- 4 of 10 -- 5 CUI APPENDIX 1 – Environmental Requirements. 1. Activities implemented, in whole or in part, with federal funds must comply with applicable legislation and regulations established to protect the human or physical environment.
