PERFORMANCE WORK STATEMENT For 89 th Maintenance Group, Joint Base Andrews Preventative Maintenance and Inspection (PMI) Prepared by: SrA Reyes 07/10/2026 -- 1 of 6 -- 2 1. LOCATION: Joint Base Andrews, Hangars 3,4,6 and 7. Arrangements for entrance onto the installation must be made between the hours of 7:00 a.m. and 4:30 p.m., Monday through Friday. 2. PURPOSE: Conduct preventative maintenance on the 24 Industrial Fans annually for 4 years. If the system fails, MX crews shall be unable to perform aircraft maintenance duties to keep 89th Airlift Wing aircraft fully functional as the hangar frequently sees high temperatures and must have good ventilation to mitigate hazardous fumes. Regular service is required to ensure that our industrial fan systems operate at peak performance and shall include service for all 24 industrial fans including the mounts, fan blades, motors, controls, and electrical connections. The Government requires a solution that is durable, reliable, and economical that meets all requirements of the Department of Defense (DOD), Air Force (AF). 3. SCOPE OF WORK: The work covered by this Performance Work Statement (PWS) consists of all the listed items in the work summary. 4. WORK SUMMARY: a. Overall Objectives The following items shall be performed by trained personnel: • Shall provide completed reports within 5 business days of completing each scheduled service cycle. • Shall document all work and inspections performed on each fan assembly • Shall document all discrepancies and repairs required on each fan assembly • Provide any recommendations for additional and suggested improvements • Provide the needed equipment, tools, parts, and consumable materials to complete prevented maintenance and repairs of all fans • Remove and clean all airfoils and inspect hub and airfoils for signs of damage • Check tightness of all mounting hardware with a torque wrench • Check Breather cap (if applicable • Check oil levels (if applicable) and inspect for any signs of leakage, service if required • Check safety cables. If guy wires are present, check tightness • Check mounting method • Check that fan is plumb and level • Inspect whole fan for signs of corrosion, discoloration, pitting, or flaking metal • Inspect for vibration during operation • Check dimensions of any supplemental steel supports • Visually inspect welds • Check wiring harnesses and ensure all electrical connections are properly seated • Perform needed repairs to ensure all fans are operational • Repair and replace damaged air foils, motors, mounts, and all hardware as needed. All fans are under warranty and will not constitute a change to the scope of work. The additional labor involved is the same/similar required to do other minor maintenance and is performed in the same way as called out in this PWS. • Verify raceways are isolated (e.g., line, load, other fans) -- 2 of 6 -- 3 • Verify electrical connections on motor and controller are correct arrangement and properly tightened • Verify fault history • Verify properly sized fuses are installed in controlled (if applicable) • Verify maximum Hz has not been changed in the variable frequency drive (VFD) • Inspect for any signs of physical damage to fan or controller • Clear debris and dirt from VFD with air gun • Document any customer complaints (not including repair work for incorrect fan mounting, damaged parts or other issues identified) 6. ACCESS: 5. SPECIFICATIONS: • Submittals: • The contractor shall submit a completion report within 5 business days of completing each scheduled service cycle of all 24 industrial fans and any recommendations that shall prolong the service life of the industrial fans. • Maintenance action report • Utilities: • Contractor shall be responsible for damages to water pipes, gas pipes, oil pipes, electrical wires, conduits, drains, sewers, buildings, and other structures that may be set within prosecution of the work, owned by individuals, firms, corporations or by the municipality. Contractor shall be liable for damages to public or private property resulting there from. • Fan information • The fleet of fans is comprised of both Powerfoil x3.0 and Powerfoil x4.0: • Hangar 3  Two (2) 25’ fans; 45’ ground to ceiling height  Four 15 ft’ fans; 55ft ground to ceiling height • Hangar 4  Two (2) 25’ fans; 45’ ground to ceiling height  Four 15 ft’ fans; 55ft ground to ceiling height • Hangar 6  Two (2) 25’ fans; 45’ ground to ceiling height  Four 15 ft’ fans; 55ft ground to ceiling height • Hangar 7  Two (2) 25’ fans; 45’ ground to ceiling height  Four 15 ft’ fans; 55ft ground to ceiling height • BASE: The contractor shall provide a list of names, DOBs, full SSNs, Driver’s License numbers and state of issue of all employees who shall be requesting base access to the Project Manager at least two weeks prior to the start of work. All employees shall have a background check conducted by Security Forces prior to being granted base access. Once vetted the employees shall go to the Visitor Control Center to get issued a temporary pass. Each person must keep the passes on their person at all time. Access to the Base is limited to travel from the Main Gate to the 1280 Arnold Ave, Joint Base Andrews, MD 20762. All other areas are off limits. All Contractor vehicles on base must have proof of Insurance and -- 3 of 6 -- 4 operators must have a valid driver’s license. Violations of these security requirements shall revoke any or all passes. The government reserves the right to deny access to any person, with no consequence to the contract. While on the installation, the contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the Contracting Officer as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.
