Description

Scope of Work USCGC MIDGETT (WMSL-757) – No. 2 SSDG InspecƟon, CondiƟon Assessment, and Parts IdenƟficaƟon LocaƟon: USCGC MIDGETT (WMSL-757) 400 Sand Island Parkway Honolulu, HI 96819 Period of Performance: Coordinate 1 day from: 21 Jul 2026- 30 Jul 2026 ObjecƟve: Provide a Caterpillar-qualified technician to board USCGC MIDGETT and inspect the No. 2 Ship Service Diesel Generator (SSDG) to assess its current condiƟon, determine the severity of any deficiencies, and idenƟfy the repairs and replacement parts required. Background: While operaƟng No. 2 SSDG in parallel with No. 1 SSDG, ship’s force observed black lube oil on the port side of the generator block, supports, and adjacent deck plates, and iniƟal invesƟgaƟon idenƟfied a loose gravity drain hose from the forward crankcase vapor filter housing to the crankcase. AŌer cleanup and inspecƟon, MCMS trends and follow-on checks of the crankcase relief doors, valve train, crankcase vapor air-separator filters and hoses, turbochargers, and engine rotaƟon revealed no obvious failure, and a no-load test showed -1.5 in. H2O crankcase vacuum. When the generator was later paralleled to the bus, oil and smoke purged from the crankcase vent doors within seconds and the dipsƟck was forced parƟally out of the sounding tube, and although oil sampling showed 2 percent thickening with no fuel diluƟon and no current evidence of coolant in the sump, ship’s force lacks compression test capability and will conƟnue troubleshooƟng with focus on cylinder heads, head gaskets, and head spacers, parƟcularly given previously elevated coolant pressure and coolant purging from the expansion tank cap. Scope: The contractor shall provide all labor necessary to perform an on-site inspecƟon and technical assessment of the vessel’s No. 2 SSDG. Required Tasks:  Inspect the No. 2 SSDG for overall material condiƟon, operaƟonal concerns, visible damage, leaks, abnormal vibraƟon, abnormal noise, overheaƟng, wear, and other signs of degraded performance. -- 1 of 3 --  Review accessible associated systems and components, including cooling, fuel, lubricaƟon, mounƟng, electrical, and control-related components.  IdenƟfy any discrepancies, failed components, degraded parts, or condiƟons affecƟng reliability, operability, or conƟnued service.  Assess and advise on the severity of each finding.  IdenƟfy recommended correcƟve acƟons for each finding.  IdenƟfy all parts and components that require replacement or repair.  Provide available part idenƟficaƟon for each item requiring replacement, including part number, nomenclature, quanƟty, and recommended source informaƟon if known.  IdenƟfy any items requiring immediate acƟon, scheduled repair, monitoring, or follow- on troubleshooƟng.  Provide a verbal out-brief to the designated government representaƟve before deparƟng the vessel. Required Report Deliverables: The contractor shall provide a wriƩen report for the No. 2 SSDG no later than 3 working days aŌer compleƟon of the inspecƟon. The report shall include:  IdenƟficaƟon of the SSDG inspected  Summary of inspecƟon performed  Detailed findings  Severity assessment for each finding  Recommended correcƟve acƟon for each finding  A consolidated parts list of all items recommended for replacement or repair  Part number, if known, for each recommended item  Part descripƟon/nomenclature for each recommended item  Required quanƟty for each recommended item  Reason for replacement or repair for each recommended item  Urgency, if applicable, for each recommended item  Any addiƟonal troubleshooƟng or follow-on acƟons recommended -- 2 of 3 --  Any inspecƟon limitaƟons or access restricƟons encountered Vendor QualificaƟons:  Technician shall be qualified to inspect and assess Caterpillar marine or industrial diesel generator equipment.  Technician shall have sufficient experience to idenƟfy required repairs and recommended replacement parts for the installed SSDG. Government-Furnished Support:  The government will provide access to the cuƩer, escort as required, and access to the No. 2 SSDG and related spaces as operaƟonally available.  Ship’s force will provide available maintenance history, casualty informaƟon, and equipment idenƟficaƟon data as available.
