Sector Detroit’s Elevator Maintenance
1.0 GENERAL
Background
U.S. Coast Guard Sector Detroit, MI operates a facility where the elevator system is a critical infrastructure component supporting daily mission operations, personnel movement, and logistics. Due to the high operational tempo, elevator downtime directly impacts mission readiness and facility accessibility. Historically, these systems require consistent, proactive oversight to mitigate mechanical fatigue and electrical failures. Scope
This contract covers the provision of monthly preventive maintenance, emergency response, standard service calls, mandatory safety testing, and reporting/documentation for a Dover Systems Inc. elevator with a 2000 lb capacity serving three floors at Sector Detroit. The contractor must perform all tasks in accordance with manufacturer specifications and applicable safety standards. The scope does not include provision of food, drinks, parking, tools, safety equipment, or labor by Sector Detroit.
OBJECTIVE
The objective of this contract is to ensure uninterrupted, safe, and reliable elevator operation at Sector Detroit through scheduled monthly maintenance, prompt response to emergencies, and compliance with all safety certification requirements. SPECIFIC REQUIREMENTS/TASKS
2.1 Preparation
2.1.1 The Contractor must stage equipment and supplies as needed for elevator maintenance activities.
2.1.2 The Contractor must remove all material from the site after completion of work.
Elevator Monthly Maintenance
2.3.1 The Contractor must perform all scheduled monthly preventive maintenance inspections and tasks in accordance with the manufacturer’s specifications and ASME A17.1.
2.2.2 The Contractor must document all maintenance activities and deficiencies, and submit monthly reports by the 5th business day of the following month
Operation Inspection
2.3.1 The Contractor must inspect the proper operation of all elevator systems after maintenance is completed.
2.3.2 The Contractor must conduct a site inspection with the Contracting Officer’s Representative (COR) to verify completion and compliance.
Emergency Response
2.4.1 The Contractor must respond on-site to passenger entrapments within one (1) hour of notification.
2.4.2 The Contractor must respond on-site to routine, non-emergency equipment failures within two (2) hours of notification.
Mandatory Safety Testing
2.5.1 The Contractor must execute and document all Category 1 (Annual) and Category 5 (Five-Year) safety tests before prior certifications expire.
2.5.2 The Contractor must ensure no elevators operate with expired safety certifications.

3.1 QUALIFIED PERSONNEL
The Contractor must provide qualified personnel to perform all requirements specified in this SOW.
3.2 CONTINUITY OF SUPPORT
The Contractor must ensure that the contractually required level of support for this requirement is maintained at all times.
KEY PERSONNEL
Before replacing any individual designated as Key by the Government, the Contractor must notify the Contracting Officer no less than 5 business days in advance. The following Contractor personnel are designated as Key for this requirement.
