1. Attendees to fill out the sign-in sheet. Introductions of VA personnel.
2. Contracting Specialist. Leland Ruedel will review the following:
• The solicitation, plans, and specifications are located at Contract Opportunities (sam.gov) and is the only official
site to obtain these documents. Any amendments will also be posted here. Offerors are responsible for
periodically checking for updates. All amendments shall be acknowledged with bid submission.
• The magnitude of project 506-24-102 Upgrade Elevators is between $5 Million and $10 Million. The completion
time for the project is 399 calendar days from receipt of the Notice to Proceed.
• In accordance with VAAR clause 852.219-73 this is a Service Disabled Veteran Owned Small Business Set-Aside
acquisition. All bidders are required to be certified in the Small Business Administration Veteran Small Business
Certification (VetCert) registry prior to submitting a bid and shall also be certified at the time of award. Any bids
received from companies not certified shall be rejected. A bidder whose certification expires between the date
of bid receipt and contract award shall not be eligible for award.
• NAICS code 238290 Other Building Equipment Contractors applies with a Small Business Size Standard of $22
Million.

• Prospective bidders are advised that all questions must be submitted in writing utilizing the RFI form included
as an attachment to the Solicitation to the Contract Specialist, email: Leland.Ruedel@va.gov. Any information
provided by the VA during this pre-bid meeting and site visit in response to questions and clarifications is
unofficial until it has been approved and provided in writing by the Contracting Officer. RFIs will be answered
via an Amendment posted to Contract Opportunities. Deadline for submission of RFIs for this solicitation is
Friday, July 17, 2026, at 4:30 PM, local time.
• FAR clause 52.229-3 applies. The contract price shall include all applicable Federal, State, and local taxes and
duties. See other tax exemption information at the State level in the Important Bidder Information section of
the solicitation.
• Annual Form VETS-4212 Federal Contracting Reporting must be on file with the Department of Labor before
award. Award cannot be made to a company that does not have a current VET-4212 filing.
• Bids must be received by no later than August 4, 2026, at 1:00 PM. Bids received after that date and time,
subject to Amendment, shall be considered late unless an exception applies.
• The Construction Wage Requirements (formerly Davis-Bacon Act) is applicable to the resulting contract; a Wage
Determination is included with the Solicitation and may be updated by Amendment.
• The Buy American Act applies to the resulting contract. Reference FAR 52.225-9 and -10. Other Trade
Agreement Acts may also apply – see the solicitation for details.
• Liquidated Damages do or do not apply to any resultant contract. See the solicitation for details if
applicable.

• The purpose of the site visit is for bidders to ascertain the nature and locations of the work and the conditions
affecting the work or its cost.

• General Requirements (Specification Section 01 00 00) – Parking, Dumpsters, Storage, Fencing, etc.
• Project Schedule Requirements (Specification Section 01 32 16.15) and VAAR clause 852.236-70 or 71.

• Other items particular to the project
4. Site visit to follow, sign-in sheet is attached.
5. Nothing presented or uttered at the pre-bid conference supersedes any terms or conditions prescribed by the
solicitation and any resultant contract. Offerors are cautioned to review the solicitation in its entirety and submit
any questions that arise using the Request for Information process.
