CONTRACT SPECIFICATIONS FRONT GATE OVERHAUL AT UNITED STATES COAST GUARD STATION GULFPORT, GULFPORT MS PROJECT NUMBER April 2026 SECTION 01 11 00 SUMMARY OF WORK 1.0 Project Overview & Administration This scope of work outlines the requirements for the contractor to provide all labor, materials, and equipment necessary to overhaul, repair, and upgrade the main entrance slide gate operating system at USCG Station Gulfport, MS. This project includes replacing the primary operator, upgrading safety sensors, reworking electrical enclosures for harsh environments, and performing comprehensive mechanical adjustments. 1.1 LocationThe work is located at:U.S. Coast Guard Station Gulfport991 23rd Ave.Gulfport, MS 39501 Arrangements for visiting the site may be made by contacting: Contact: MKC Shelton Franklin Email: Shelton.K.Franklin@uscg.mil Telephone: (206) 815-7012 1.2 Project Performance PeriodThe total contract performance period is 120 calendar days. This period includes the time needed for material submittals, on-site work, and the completion of all project closeout documents. After work begins, the contractor shall perform the work continuously during normal working hours and show daily progress until completion. 1.3 Work Hours Normal Hours: Work shall be performed Monday through Friday, from 8:00 AM to 5:00 PM. Special Scheduling: The schedule must be coordinated to minimize disruptions to building operations. After-Hours Work: Performing work outside of normal hours requires prior approval from the Coast Guard unit. 1.4 Drawings Accompanying SpecificationThere are no drawings accompanying this specification. 2.0 Site Conditions & Contractor Requirements 2.1 Contractor Use of PremisesThe work will be performed on an operational military installation. The Contractor shall: Become familiar with and obey all station fire, traffic, and security regulations. Not stray from the immediate work area or designated routes of ingress/egress unless authorized by the Contracting Officer’s Representative (COR). Isolate each construction area with temporary partitions and dust controls. Provide high-visibility safety fencing around all outdoor work areas and equipment laydown areas. Provide temporary covers on any excavations that remain open overnight. 2.2 Security Personnel Roster: Prior to the pre-construction conference, the Contractor shall submit a list of all personnel working on-site for approval. The roster must include the first name, last name, job description, and company of employment for each individual. Roster Updates: A new list must be submitted immediately upon any change in project personnel. Identification: All approved personnel must carry valid, Government-issued identification conforming to the Real ID Act of 2005. Non-compliant personnel will be escorted off the property. 2.3 Temporary Facilities or Utilities Temporary Facilities: The contractor shall provide temporary toilet facilities for their personnel. Utility Availability: Reasonable amounts of electricity and potable water will be made available without charge. Connections: The Contractor is responsible for all costs and labor associated with connecting to and disconnecting from utilities, including providing necessary transformers and backflow preventers. 2.4 Underground and Concealed UtilitiesThe Contractor shall physically verify the location and elevation of all existing underground and concealed utilities prior to commencing work, using methods such as electromagnetic and sonic scanning. All discovered utility locations shall be marked on the surface. 2.5 Utility OutagesUtility interruptions are not permitted until authorized by the COR. The Contractor must submit a request identifying the utility, reason for the outage, proposed time, and estimated duration. 2.6 Safety ProgramThe Contractor is wholly responsible for work site safety. A safety program must be implemented to protect all personnel, prevent property damage, and comply with all applicable federal, state, and local safety regulations. This includes providing barricades, signs, and other necessary safety measures. 2.7 CleanupThe Contractor shall keep the work area, laydown, and storage areas free from waste accumulations daily. The Contractor shall not use any Coast Guard waste disposal facilities (e.g., garbage cans, dumpsters) and must comply with all regulations for waste storage, transport, and disposal. 2.8 Storm ProtectionThe Contractor shall take all practicable precautions to minimize danger from storms, including closing openings, securing loose materials and equipment, and securing scaffolding. 2.9 Receipt, Delivery, and StorageThe Contractor is solely responsible for receiving, transporting, and securely storing all equipment, materials, and supplies required for the project. 3.0 Environmental Requirements 3.1 Protection of the EnvironmentThe Contractor must comply with all applicable federal, state, and local environmental laws and regulations, including but not limited to the Endangered Species Act (ESA), Resource Conservation and Recovery Act (RCRA), and others as applicable. 3.2 Generated Waste All project-generated waste shall be recycled or disposed of in accordance with RCRA requirements. Any hazardous waste shall be manifested off-site with the Coast Guard unit listed as the Generator. The Contractor shall manage the analysis, characterization, storage, and disposal in accordance with all regulations. The Contractor shall submit the proposed disposal facility, transporter qualifications, and draft manifest to the COR for approval. 3.3 Disposition of MaterialsAll materials, including construction debris and old equipment, shall be removed from Government property.
