Statement of Work (SOW) Install Supplemental Cooling USACE Mission Support Battalion Alexandria, VA 22315 PR&C # W802Y961567766 A. General Overview This Statement of Work (SOW) details the requirements to install a new supplemental cooling and humidity control system in the Optics Lab, ensuring precise environmental conditions in Bldg.2592 CUDE Room 500B located on USACE Mission Support Battalion. The project is to be executed in a professional manner, adhering to the highest industry standards, with a focus on environmental responsibility and compliance with Unified Facilities Guide Specifications (UFGS). A.1 All work shall be performed during normal working hours while allowing the personnel in the facility the flexibility to maintain operations during project. The period of performance shall not exceed 150 days from date of award. A site visit is available for pricing of work to be performed.Final Bid Proposal Must be in this format to be Acceptable Bid 1.0 SCOPE OF WORK The Contractor shall provide all labor, materials, equipment, and supervision necessary to install one (1) new split system with hot gas reheat in the Optics Lab. The installation must ensure precise temperature and humidity control in accordance with the manufacturer's specifications and Federal Acquisition Regulation guidelines for commercial mechanical retrofits. 2.0 SPECIFIC TASKS The Contractor shall execute the following mechanical and electrical tasks: 2.1 Equipment Installation • Provide and install one (1) new split air conditioning system equipped with a hot gas reheat coil for dedicated humidity control. • Secure and mount the indoor air handler and outdoor condensing unit in coordination with the Government representative. 2.2 Refrigerant Piping • Provide and install new refrigerant piping between the indoor and outdoor units. • Size the refrigerant lines strictly per the equipment manufacturer's specifications to maintain optimal system pressure and oil return. 2.3 Ductwork and Air Distribution • Provide and install new supply and return ductwork routed above the existing ceiling grid. • Provide and install new duct insulation over all newly installed ductwork to prevent condensation and energy loss. -- 1 of 8 -- • Provide and install all new air diffusers in a matte black finish to match the existing facility aesthetics. 2.4 Electrical Work • Provide and install new dedicated electrical circuitry for the new split system. • Run power and control wiring from the existing electrical panel located on the exterior wall inside the Optics Lab, ensuring compliance with local building codes. B. General Security Requirements C.1. All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks or background investigation and to meet installation/facility access requirements to be accomplished by the HECSA Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA, and local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at this facility change, the Government may require changes in contractor security matters or processes. C.2. All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance or access privileges, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas. C.3. The Contractor must pre‐screen Candidates using the E‐verify Program (http://www.dhs.gov/E‐Verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the employee candidate has two valid forms of government issued identification prior to enrollment to ensure the correct information is entered into the E‐verify system. An initial list of verified/eligible employee candidates must be provided to the COR no later than 3 business days after the initial contract award. C.4 Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05 / AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations. D. Security Requirements: D.1 All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of -- 2 of 8 -- Emergency Services or Security Office.
