Combined Synopsis/Solicitation This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. Solicitation number 70Z03926QCGA00024 is being issued as a Request for Quote (RFQ). The proposed acquisition is being conducted as 100% Small Business Set-aside on a restricted basis. Dollars, US Description of Requirement: The U.S. Coast Guard Academy seeks a certified contractor to transport, inspect, repair, and service a Link-Belt Model RTC 8065II Rough Terrain Crane. Work includes replacing hydraulic hoses, wear pads, and bearings; performing a hydraulic oil and filter change; and conducting a full operational test. The crane must be returned to the Academy by August 28, 2026. The provision at FAR 52.212-1 Instructions to Offerors – Commercial Items (SEP 2023) applies to this acquisition and is further tailored in the ADDENDA of this combined synopsis/solicitation. The provision at FAR 52.212-2 Evaluation – Commercial Items (NOV 2021) applies to this acquisition and is further tailored in the ADDENDA of this synopsis/solicitation. Clause at FAR 52.212-4 Contract Terms and Conditions – Commercial Items (Deviation Date April 20, 2026) is applicable to this acquisition and additional addenda are contained herein. Contract type: Firm Fixed Price (FFP).  The lowest price technically acceptable (LPTA) approach will be used to determine the Government’s best interests to award to the offeror that submits a technically acceptable proposal with the lowest evaluated price. The selection will not be made solely on price, but best value to the Government to meet and fulfill the requirement. Offerors understand that their quote is ranked by price and technical acceptance; however, pursuant to applicable acquisition regulations and/or departmental guidelines, Buyers may use criteria other than price to evaluate offers. Accordingly, please note that, to the extent required by applicable regulations and/or guidelines, award will be made to the offeror responsible whose offer conforming to the combined synopsis/solicitation will be most advantageous to the Buyer and Government on the basis of price, technical capability, delivery. Addenda Addenda to FAR 52-212-1 Instructions to Offerors—Commercial Items and FAR 52.212-2 Evaluation—Commercial Products and Commercial Services. The Government intends to award without discussions. Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. A cover sheet (not to exceed one (1) page) shall be included for all submissions. The cover letter shall be included on Volume I and include the quoter’s name and address; U.S. Coast Guard solicitation number; Unique Entity Identifier (UEI); CAGE number; quoter’s point of contact including their phone number and e-mail address, and the date the quoter’s submission expires. Minimum acceptable font size is no smaller than eleven (11) point and no smaller than ten (10) point for tables, charts, or graphs. It is the quoter’s responsibility to ensure sufficient time is provided for electronic submissions to be processed through the Government’s electronic point-of-entry.
