Title: Emergency Spill Clean Up 1 Emergency Spill Clean Up STATEMENT OF WORK 1. DESCRIPTION OF REQUIREMENTS. The Contractor shall furnish supplies and services non-personal described herein, if and when requested by the Contracting Officer (CO), or the authorized representative of the Contracting Officer, during the period of October 2025 through October 2030 (NTE: 5 years). Scope. Contractor shall be responsible for providing personnel, supervision, equipment, environmental service supplies, field/laboratory analytical services/supplies, and provide material samples, in accordance with state and EPA regulations. The Contractor shall obtain potentially contaminated material samples to determine levels of contamination in accordance with state and EPA requirements. Remove or assist in the removal of underground storage tanks (USTs); assist with aircraft accident clean-up operations (remove, transport, and dispose of contaminated soils and investigative derived waste); and cleaning fuel storage tanks. All Contractor operations shall comply with applicable OSHA and state safety requirements. Additional requirements may be identified at a later date. Sampling/Reporting. The Contractor shall provide qualified samples to a state or federally certified lab and receive results of testing prior to disposal of materials. Material Sampling will be determined on a case by case basis. Contractor shall provide an original copy of the analytical report results to the Wing Environmental Coordinator (WEC) for all state or EPA required samples. Analytical Reports. The Contractor shall provide a laboratory report of each sample taken and sent for analysis. This report shall contain, at a minimum, the following information: Description/Location sample was taken. Name of person taking sample. The date sample(s) were received at the laboratory. The date(s) analyses were performed. The name of individual(s) who performed the analyses. The analytical techniques or methods used. Detection limits and specific analytical values determined. Copy of Chain of Custody documents. 2. CONTAMINANT REMOVAL. -- 1 of 4 -- Title: Emergency Spill Clean Up 2 The Contractor shall remove contaminated materials as specified by the WEC upon direction of the CO (or the authorized representative of the CO). The Contractor shall perform proper procedures to include “gridding” and sampling the contaminated site prior to beginning the removal. This will insure the complete removal of all contaminated material. Removal operation shall include personnel, supervision, vehicles, equipment, tools, supplies, and transportation, to include any fees for mobilization, storage/transport containers and dunnage. All material removed shall be disposed of in a state-certified landfill, capable of disposing the particular type of material generated or, remediated at a Contractor-operated-off- base facility, or recycled at a qualified recycling center. Disposal sites must be approved by the WEC to ensure proper regulatory compliance. A copy of all disposal documents, including but not limited to, landfill, remediation, or recycling documents, and weight tickets from state- certified scales, shall be provided to the WEC immediately following disposal. It is anticipated that the majority of operations will be conducted within the confines of Moody AFB. However, on an infrequent basis, some removal operations may be required at various locations because of the assigned aircraft operating environment. Mobilization of equipment and personnel to Moody AFB are to be included in the cost per ton (TN), pound (LB) or gallon (GL). Additional mobilization costs will be included in the cost per ton as determined based on the distance from Moody AFB as depicted in Table 1. The Contractor shall have a minimum of an eight-(8) to a maximum of twenty four-(24)-hour- response time, from the time of notification to begin clean-up operations. The response time will be predicated to the type of response that is required. (Emergency or routine). The Contractor shall remove contaminated fuel, oil, hydraulic fluid, or other liquids as directed by the WEC. Contaminated liquids shall be transported and recycled at a qualified recycling center capable of recycling the particular liquid waste generated. The Contractor shall remove absorbent materials contaminated with fuel, oil, hydraulic fluid, or other liquids as directed by the WEC. Contaminated materials shall be transported and properly disposed of in a state-certified landfill or remediated at a Contractor –operated-off-base facility. The Contractor shall remove contaminated soil from fuel, oil, hydraulic fluid, or other contaminated spill areas as directed by the WEC. Contaminated soil shall be transported and properly disposed of in a state-certified landfill or remediated at a Contractor-operated-off-base facility. 3. COST/PRICING. All costs/fees shall be billed as each (EA), ton (TN), gallon (GL), pound (LB) or man-hour (HR), as indicated in Table 1. -- 2 of 4 -- Title: Emergency Spill Clean Up 3 Prices. Prices quoted to the Government shall be as low as or lower than those charged to the supplier’s most favorable customer(s) for comparable quantities under similar terms and conditions, in addition to any discounts for prompt payment. Price list shall list any extra charges or fees associated with an emergency response. If at any time the anticipated costs of the project are to exceed the limits of the BPA, the contractor must contact the WEC or CO as soon as possible. Extent of Obligation. The Government is obligated only to the extent of authorized calls made under this Blanket Purchase Agreement (BPA) by authorized personnel. Landfill tipping fees. Landfill tipping fees are to be a straight pass-through cost with no mark- up added. Material sampling costs. Material sampling costs are to be a straight pass-through cost with no mark up added.
