THIS IS NOT A SOLICITATION! This notice does not constitute a commitment by the
Government. All information submitted in response to this announcement is voluntary and the
Government will not pay for information requested nor will it compensate any respondent for
any cost incurred in developing information provided to the Government.
The 319th Contracting Squadron, Grand Forks AFB, North Dakota, is issuing this Sources
Sought as a means of conducting market research to identify parties having the resources to
provide the following:
The work under this project consists of providing all material, equipment, and labor necessary
for maintaining flooring/carpeting and other services necessary to perform Grand Forks Air
Force Flooring IDR work for GFAFB in accordance with the attached specifications. The work
may include, but is not limited to, the following: Verification of Dimensions, Flooring Removal,
Patch flooring, Surface Preparation, Installation, Disposal of Debris, Furniture.
The result of this market research will contribute to determining the method of procurement.
The current incumbent is Greenstone Construction Inc. This is not a new requirement.

2. Capabilities Package. All interested firms should submit a capabilities package that outlines
the firm’s capabilities in providing the required services. Contractors are required to provide all
management and labor required for the operation and management of the required services. The
capabilities package should be brief and concise yet clearly demonstrate an ability to meet the
stated requirements. Recent relevant experience in all areas should be provided. Teaming and/or
subcontracting arrangements should be clearly delineated and previous experience in teaming
must be provided. The response must not exceed 5 pages.
In your capabilities package please provide the following information:
Satisfactory Past Performance. Provide a minimum of three (3) projects completed in the last
five years (to include title of each project, complete contract number, and task order number)
valued between $20K and $100K for installing, repairing, or replacing flooring and/or carpeting.
Interested contractors must demonstrate a history of relevant experience with industry standards
for these types of projects.
• All projects must have been rated at least as satisfactory performance.
• Include three past references with current contact information and contract number.
• If subcontracts are to be used, provide anticipated percentage of effort to be
subcontracted and whether small or large businesses will be used.
BASED ON THE RESPONSES TO THIS SOURCES SOUGHT/MARKET RESEARCH, THIS
REQUIREMENT MAY BE SETASIDE FOR SMALL BUSINESSES OR PROCURED
THROUGH FULL AND OPEN COMPETITION, and a single award MAY be made. Telephone
inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided
to companies regarding their submissions.
